(Blue Rose) is seeking highly skilled and decisive On-Call Lead Behavioral Health Specialists to provide essential leadership coverage and clinical oversight in federal facilities along the Southwest U.S. Border. These high-stakes, high-impact PRN roles are designed for seasoned professionals ready to step in and lead mission-driven teams during peak periods, staffing gaps, or surge events. Your expertise is critical to protecting the mental and emotional well-being of children in DHS care.
Your Mission

Your Mission
This is not a traditional on-call role. As a Lead PRN, you will serve as the primary behavioral health point of contact for DHS and CBP leadership on-site during your shifts. Your core mission is to ensure consistent, high-quality, trauma-informed care delivery when it matters most.
Core Responsibilities
- Provide Immediate Leadership: Supervise, guide, and support Child Well-Being Specialists across shifts.
- Be the Primary Liaison: Act as the crucial link between your on-site team, CBP leadership, DHS HQ, and internal program teams.
- Ensure Timely Care: Make critical clinical decisions on complex child well-being cases, ensuring rapid, effective interventions.
- Strategic Coordination: Allocate staffing, activate surge support, and ensure smooth operational transitions during coverage.
- Shape Program Excellence: Collaborate with federal and local partners to enhance care coordination, refine policies, and strengthen trauma-informed systems.
- Mentor the Next Generation: Provide coaching, training, and oversight to strengthen the Specialist team.
Schedule & Shift Details
- Daily Commitment: Flexible structure of 8 hours onsite + 4 hours on-call (as needed).
- Coverage: Shifts may include days, nights, weekends, and holidays.
- Essential Response: Must be available to return on-site during on-call hours if a critical situation arises.
Required Qualifications
- Education: Master's or Doctoral degree in a behavioral health field.
- Licensure: Active, unrestricted license (LCSW/LICSW, LMFT, LPC, or Licensed Psychologist).
- Experience:
- 5+ years post-licensure in child development, trauma-informed care, clinical evaluations, and case management.
- 2+ years of supervisory or leadership experience in healthcare, behavioral health, or social services.
- Language: Spanish/English bilingual required for Lead roles?34†source?.
- Core Skills: Exceptional team leadership, communication, and crisis decision-making in dynamic, high-stakes environments.
- Compliance: Must be able to meet DHS/CBP Tier 4 background investigation, PREA screening, and federal suitability requirements.
Preferred Qualifications
- Experience in immigration, border health, or humanitarian crisis settings.
- Strong record of leading trauma-informed care teams in multi-agency environments.
