Overview:
The Specialist Advisor IV - Telecommunications Advisor supports the U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) in Costa Rica. This role provides strategic planning, oversight, and technical expertise to develop and enhance national telecommunications capabilities for law-enforcement and security operations. The advisor coordinates with U.S. and Costa Rican stakeholders to improve communications infrastructure and capacity, advancing INL's crime-reduction and national-security objectives.

POSITION LOCATION This position is primarily located in San Jose, Costa Rica. Occasional work in the field in areas which may have high levels of criminal activity; therefore, the person must adhere to safety restrictions as provided by local police and embassy personnel to avoid highly hazardous environments. The Telecommunications Advisor must not be in possession of any firearm or use, transport or carry a firearm while on duty. Violators of these firearm prohibitions will have their contracts and all contractual support terminated immediately and will not receive any support from the U.S. Government should legal actions be initiated against them.

Overview:
The Specialist Advisor IV - Telecommunications Advisor supports the U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) in Costa Rica. This role provides strategic planning, oversight, and technical expertise to develop and enhance national telecommunications capabilities for law-enforcement and security operations. The advisor coordinates with U.S. and Costa Rican stakeholders to improve communications infrastructure and capacity, advancing INL's crime-reduction and national-security objectives.
Primary Responsibilities:
- Coordinate telecommunications planning, development, and implementation as well as execution and reporting. Collaborate and coordinate with all other Costa Rican stakeholders such as technical staff at the Joint Operations Center and Ministry of Public Security, INL advisors working in prisons, community policing, judicial, borders and other advisors or contractors working on INL programs in Costa Rica and as directed and approved by the INL program officer.
- Oversight responsibility for telecommunications assistance to program managers and the Government of Costa Rica (GOCR) nationwide under the direction of the INL Program Officer.
- Support INL efforts to assist the GOCR and as appropriate, under the direction and permission of INL Deputy Director throughout the region to:- Develop, implement and monitor the telecommunications strategy and action plans, based on the US Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL) and Integrated Country Strategy priorities, aimed to reduce crime in Costa Rica and as appropriate, support other region communication objectives, and help improve National Security.
- Facilitate capacity building and knowledge sharing to enhance the ability of Senior
Management at the Ministry of Security to communicate within their respective organizations.
- Develop and implement communications strategies based on the INL/WHP objectives and in line with the INL/CR communications strategy to include:
- Monitor and measure the impact of the telecommunication strategy and adjust accordingly.
- Prepare and conduct telecommunication needs assessments for the International Narcotics and Law Enforcement Section (INL) at US Embassy San Jose, Costa Rica under the direction and permission of INL Program Managers.
- Keep the INL leadership, program managers, INL/WHP, and other U.S. personnel informed and briefed on all matters relating to telecommunications activities.
- Prepare a training plan that makes recommendations for training requirements in the areas of strategic communications, tactical communications, as well as automations, operations planning, and risk mitigation. Provide the Training Plan and proposed budget to the INL Program Manager.
- Work with INL staff and make recommendations and provide required documentation such as specifications, cost estimates, and market research concerning equipment and supplies needed to enhance to meet program objectives. Provide an equipment and supply list to INL leadership, and Program Managers detailing recommendations in these areas.
- Conduct an assessment of the GOCR and as appropriate, when directed by the INL Program Manager, throughout the country on capabilities and capacity in the areas of strategic and tactical communication to incorporate into police procedures. Develop a plan with timelines and projected funding requirements that outlines actions necessary to increase capacity in these areas to a level that will allow the successful implementation and sustainment of strategic and tactical communications with minimal assistance.
- Work with the INL leadership, Program Managers and staff to finalize a three-year plan and provide technical expertise to the GOCR to enable them to achieve each phase of the planned capacity building objectives.
- MONTHLY: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data as present results of practices, trainings, courses developed. (Mid-Term Evaluation or Monitoring)
- QUARTERLY: Quarterly Reports, quantitative data, an analysis of program trends, and an update on progress toward INL's desired outcomes and impact goals, noting challenges, successes, future, and recommendations to INL, present evaluation and results against change maps developed to specific projects.
- ANNUALLY: The candidate shall provide an annual report. This report shall be a summary of the last year, specifically an estimate of progress toward reaching the goal of turning over responsibility to the GOCR. It should also detail the results of each projected output, outcome, performance measurement, and impact, include a report of donations made to different End Users (including Assets and not Assets) indicating the purpose of donation, amount, and result with quantitative data. (Number of people beneficiary and change made).

Education and/or Experience:
- Bachelor's Degree or advanced military communication school courses equivalent in Telecommunications, Information Technology, or Computer Science is preferred.
- In the absence of a degree, a minimum of ten (10) years of demonstrated specialized experience is required. Examples of specialized experience include evaluating, analyzing, developing, managing, and/or improving communications systems, procedures, and solutions.
- Demonstrated professional work experience supporting law enforcement or military operations.
- Preferred: Experience working and/or coordinating with other relevant U.S. government agencies and host nation entities.
- Preferred: Demonstrated (recent and relevant) technical/professional work experience with multi-band tactical communications systems (i.e. Harris Radios, Motorola, Kenwood, ICOM, etc.)
- Preferred: Experience working as a Telecommunications Advisor with non-U.S. law enforcement Agencies.
- Preferred: Experience working with international police telecommunications development and reform.
- Preferred: Experience working with radar systems and national/international line of sight towers and repeaters maximizing the ability for communications between air, land and sea assets.

- Demonstrated expert knowledge of trends in communications technology and concepts, and a thorough understanding of directives at national and international regulatory standards affecting management of the electromagnetic spectrum.
- Demonstrated ability to work independently on multi-million-dollar projects within budget and timelines.
- Demonstrated interpersonal/verbal communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector officials
- Computer skills: Proficient in Microsoft Office Suite

- Ability to conceive and implement telecommunications strategies
- Strong understanding of outreach and advocacy at the international level
- Have a 4/4 level in written and spoken Spanish and English
- Proven ability to present and articulate technical telecommunication issues effectively
