We are seeking a seasoned Data Manager - Real Property Specialist specializing in real property to join our team supporting DoD facility design and construction programs. This role will provide independent technical and cost reviews of architectural and engineering deliverables, validate cost estimates, ensure compliance with DoD standards, and support the Program Management Office (PMO) in resolving technical comments across Military Construction (MILCON) and Facilities, Sustainment, Restoration and Modernization (FSRM) efforts.

Estimated Starting Salary Range for Data Manager - Real Property Specialist: Pay commensurate with experience. Salary range - $120,000 - $125,000 annually

Data Analyst Responsibilities Include:
  • Perform independent technical reviews of facility design submittals, standard design templates, charrette reports, and design standards/tools prepared by A-Es.
  • Compare all aspects of design against applicable DoD criteria, standards, and specifications, providing specific citations for each finding.
  • Validate and critique designers' cost estimates, identifying areas with questionable basis and referencing authoritative cost-estimating guides.
  • Assess compliance with programming approval documents and program approval thresholds.
  • Participate in comment resolution meetings, clearly communicating the rationale behind each review comment and assisting the designer of record.
  • Provide technical assistance to the PMO in adjudicating and resolving outstanding design and cost-estimate comments.
  • Review MILCON and FSRM contractors' deliverables-including site surveys, analytical data, and technical reports-evaluating data accuracy and the validity of analyses.
  • Performs other job-related duties as assigned


Data Analyst Experience, Education, Skills, Abilities requested:
  • Bachelor's degree in civil, Mechanical, Electrical, Structural Engineering, Architecture, Construction Management, Real Estate Analytics, Data Science, or related field. from an ABET-accredited institution
  • Minimum of 5 years, within the last 10 years, experience in facility design review and cost estimating within DoD MILCON/FSRM programs.
  • Proven proficiency with DoD Facility Criteria (UFC, MIL-STD), Unified Facilities Guide Specifications (UFGS), and cost-estimating tools (e.g., RSMeans, PACES, MII).
  • Strong data-analysis skills, including experience with SQL, Python or R, Excel (advanced), and data visualization platforms (Power BI, Tableau).
  • Ability to cite and interpret regulatory and technical documents down to the clause or paragraph level.
  • Familiarity with programming approval processes and cost threshold compliance.
  • Excellent verbal and written communication skills, with a track record of leading technical discussions and delivering clear, actionable feedback.
  • Real property experience.
  • Familiarity with AF Form 1354.
  • Familiarity with Air Force Instruction 32-1001 Installations and Facilities dated 27 FEB 2025.
  • Registered Professional Engineer
  • Professional certifications such as PMP, Certified Estimating Professional (CEP), or LEED Accreditation.
  • Experience with geospatial analysis (GIS) in support of site assessments.
  • Previous service or contract work directly supporting DoD.
  • Familiarity with Agile or Lean project delivery methodologies.
  • Must pass pre-employment qualifications of Cherokee Federal
