Project Manager

Xfinion is seeking a skilled Project Manager to join our team. The ideal candidate will be responsible for overseeing quality, connectivity, and availability of systems;
deliverables; and performance; and recommend course corrections to improve
systems.. Provide support to the client, as well as the team. All qualifying candidates should meet the following requirements.

This position plays a critical role in ensuring government initiatives are executed efficiently, transparently, and in alignment with community and stakeholder needs.

Minimum DoD Secret clearance is required.

Responsibilities / Qualifications:
The PM shall be responsible for ensuring conformity to contractual obligations, establishing and maintaining master plans and schedules. The PM shall perform day-to-day management of overall contract support operations .

Key Responsibilities
- Plan, lead, and manage government projects from initiation through completion, ensuring scope, schedule, and budget alignment.
- Act as the primary liaison between government agencies, contractors, vendors, and the public to ensure high levels of service delivery and satisfaction.
- Apply project management best practices (e.g., Agile, Waterfall, PMBOK) to guide execution and risk mitigation.
- Build and maintain strong working relationships with stakeholders to support project success and maintain public trust.
- Lead, mentor, and support cross-functional teams; foster a culture of continuous learning and professional development.
- Proactively identify project risks and develop mitigation strategies in collaboration with relevant stakeholders.
- Provide regular status updates and detailed reports to senior leadership and oversight committees.
- Ensure compliance with applicable laws, regulations, policies, and standards throughout the project lifecycle.
- Manage change control processes and ensure project documentation is maintained accurately and timely.
- Promote a service-first mindset within the project team, ensuring that all interactions—internal or public-facing—meet high standards of responsiveness and professionalism.

Required Skills:
The Project Manager shall clearly possess the following knowledge and skills
- Familiarity with procurement, contract management, or compliance in a government setting.
- Culturally competent and adept at managing diverse teams and engaging community stakeholders.
- Knowledge base systems and QA applications.
- Deep understanding of Agile frameworks (Scrum, Kanban, SAFe) and the ability to apply them effectively to manage iterative, fast-paced projects.
- Proven ability to build high-performing teams through motivation, clarity, and strategic talent placement.
- Strong skills in developing people, providing constructive feedback, identifying growth opportunities, and supporting career progression.
- High level of empathy, active listening, and conflict resolution to foster psychological safety and inclusive collaboration.
- Ability to establish clear expectations, track development goals, and create individualized performance improvement plans.
- Skilled at aligning project goals with broader enterprise architecture strategies and IT roadmaps.
- Ability to bridge the gap between technical teams and business stakeholders, ensuring mutual understanding and shared vision.
- Experience managing initiatives that involve complex system integrations, legacy system modernization, or platform transitions.
- Strong skills in preparing and delivering reports, dashboards, and briefings to leadership and governance bodies.
- Ensures stakeholder satisfaction and transparent communication across agencies, departments, and communities.
- Proactively addresses misalignment and tension among stakeholders or team members.
- Ability to plan, scope, budget, and track complex multi-phased projects with cross-functional impact.
- Identifies project risks early and implements mitigation strategies effectively.
- Leverages data and KPIs to evaluate project health and drive continuous improvement.
- Skilled in managing product backlogs, sprint planning, and retrospectives.
- Capable of mentoring teams and stakeholders in Agile practices and fostering a culture of continuous improvement.
- Ability to lead Agile transformations and help organizations shift from traditional to adaptive delivery models.

Education Requirements/Years of Experience:
Bachelor’s degree in Public Administration, Business, Project Management, or related field (Master’s preferred).
Minimum 5 years of experience in project management, preferably within government, public sector, or regulated environments.

Preferred :
- Proven experience leading multi-disciplinary teams and managing cross-agency initiatives.
- Strong customer service orientation with the ability to manage expectations and build consensus among diverse stakeholders.
- Demonstrated success in developing staff, coaching team members, and building high-performing teams.
- Excellent communication, interpersonal, and organizational skills.
- PMP, CAPM, or similar certification strongly preferred.
- Proficiency with project management tools (e.g., MS Project, Jira, Smartsheet).
