Jr. Contract Closeout Specialist (0009)
OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. Responsibilities and Duties
OCT provides closeout support to the Administrative Closeout Official (ACO) within the U.S. Agency for International Development (USAID). The ACO is responsible for processing the administrative closeout of expired Acquisition & Assistance (A&A) awards issued by USAID Headquarters in Washington, DC. This includes verifying final deliverables, ensuring financial reconciliation, negotiating indirect cost rates with contractors and recipients, and de-obligating unexpended balances in accordance with federal and agency policies.
OCT is seeking an experienced Jr. Closeout Specialist with a minimum of 2 years of experience in federal acquisition and assistance supporting the closeout of contracts, grants, and cooperative agreements-preferably for the USAID or other federal agencies with similar requirements.

The client maintains a large inventory of physically complete awards at various stages of closeout. The objective of this effort is to expedite closeout activities in order to:
- Ensure compliance with contractual and regulatory requirements;
- De-obligate unliquidated funds in a timely manner; and
- Protect the interests of the U.S. Government by ensuring all administrative actions are properly executed.
- Managing the full lifecycle of closeout activities for contracts, cooperative agreements, and grants in accordance with:
- The Federal Acquisition Regulation (FAR);
- The Code of Federal Regulations (2 CFR); and
- USAID's internal closeout policies and procedures.
- Reviewing and reconciling contract and assistance files for accuracy and completeness.
- Coordinating with Contracting/Agreement Officers, Financial Management Offices, and Program Offices to verify deliverables and final payments.
- Documenting of files into central database.
- Organizing and consolidation of all award files and documents (by types of acquisition/assistance).
- Managing and updating the weekly workload tracker.
- Preparing closeout documentation such as checklists, release of claims, property disposition records, and de-obligation memos.
- Uploading designated files into the Agency's Secure Image and Storage Tracking System.
- Reconciling award files in USAID's Phoenix Financial System.
- Preparing documents in GLAAS to de-obligate excess funds.
- Coordinating final payments and indirect rates with vendors.
- Identifying expired files for destruction.
Requirements:
Qualifications:
- Must be able to obtain or retain a Public Trust clearance. The investigation will involve a credit, fingerprint, and law enforcement agency check
- Minimum of 2 years of experience as an Acquisition & Assistance Specialist, Contracting Officer Representative (COR/AOR), or equivalent role within USAID or another federal acquisition office.
- Must be knowledgeable of ADS, 2 CFR, FAR and AIDAR rules and regulations regarding the closure of federal awards.
- Bachelor's Degree is preferred.
- Work will primarily be performed remotely and at least two days a week at OCT's office in Tysons Corner, VA. The individual, however, must be willing to travel to the client's headquarters in Washington D.C. as needed.
- Strong analytical, organizational, and communication skills.
- Ability to manage high-volume workloads and meet established deadlines.
