The Project Owner serves as the primary liaison between business stakeholders and agile delivery teams within the Veteran Enterprise Module & System Integration Services (VEMSIS) program, supporting the CX Insights data product initiatives for the Department of Veterans Affairs (VA) Office of Information & Technology (OIT). This role is responsible for defining, prioritizing, and managing the delivery of value through the CX Insights backlog, ensuring alignment with product roadmaps, customer experience goals, and contract deliverables. The Project Owner ensures that all business requirements are well-defined, development work is prioritized according to mission value, and sprint outcomes meet acceptance criteria established with the Business Owner and key VA stakeholders.
DUTIES AND RESPONSIBILITIES:
• Serve as the customer-facing point of contact for the CX Insights initiatives, translating strategic objectives into actionable user stories and prioritized backlog items.
• Lead backlog grooming, PI planning, and sprint planning sessions with VEO and OIT stakeholders to maintain alignment with evolving business priorities.
• Collaborate with data engineering, DevOps, AI/ML, and QA teams to define acceptance criteria and ensure successful delivery of medallion-tier data lake products (Bronze, Silver, Gold).
• Support delivery of analytics and visualization capabilities through Azure, Power BI, and AI/ML-enabled data products.
• Ensure that all deliverables-including backlog updates, sprint plans, product roadmaps, and capability demonstrations-adhere to Agile standards and contract reporting requirements.
• Manage dependencies, risks, and issues in coordination with the Business Owner, Program Manager, and Product Line Leads.
• Provide oversight and validation for data quality, system performance, and compliance deliverables supporting VA's Customer Experience (CX) mission.
• Facilitate coordination between multiple functional initiatives (Data Product Delivery, Production Support, Data Quality, and Analytics Delivery) to ensure unified execution and stakeholder satisfaction.
• Maintain documentation and reporting in accordance with VA and Technatomy standards, ensuring all work aligns with the authoritative repositories and sprint cadence requirements.
KNOWLEDGE AND SKILLS REQUIRED:
• Minimum of 5 years of experience in project ownership, product management, or agile delivery roles supporting data-driven or analytics-focused solutions.
• Strong understanding of Agile/Scrum methodologies, backlog management, and sprint execution within a federal or large-scale enterprise environment.
• Proven experience working with Microsoft Azure data ecosystems, including Azure DevOps, Data Factory, Databricks, and related cloud data services.
• Proficiency in translating business and data analytics requirements into technical deliverables.
• Familiarity with data lake architectures, ETL processes, data quality management, and AI/ML analytics workflows.
KNOWLEDGE AND SKILLS DESIRED:
• Experience working with Federal agencies, particularly the Department of Veterans Affairs, is a plus.
• Exposure to Power BI dashboarding, data visualization strategy, and AI/ML model operations.
• Working knowledge of Agile tools (e.g., JIRA, Azure DevOps) for backlog tracking and reporting.
• Excellent communication and stakeholder engagement skills to manage priorities across distributed teams and executive sponsors.
• Ability to coordinate cross-functional delivery among data engineers, analysts, and developers to achieve measurable customer experience outcomes.
EDUCATION:
• Bachelor's degree in Computer Science, Information Technology, Business, or related field (or equivalent experience).
CLEARANCE:
• Must be able to obtain and maintain a Public Trust clearance.
