Our Advanced EO/IR Sensors (AES) organization, part of our Electro-Optical/Infrared Solutions (EOIRS) SSBU within our Advanced Products & Solutions (APS) SBU is seeking a Program Manager - Production & Proposal Support for our proprietary programs. The proprietary group of MTS-related programs and customers includes development, upgrades, production, O&M support, and continuous improvement. You will oversee production and upgrade activities as well as special projects and proposals as needed. This program area integrates technology enhancements into existing products, demonstrates prototypes, and develops new products in preparation for LRIP awards. Secondary duties will be to guide cost estimating and proposal activities for special projects involving new capability development, demonstrations, and production transition.

This position is onsite in McKinney, TX.

What You Will Do
  • Accountable for executing programs and meeting business financial goals, including profit and loss
  • Set program priorities, resolve conflicts and barriers, implement gates and major reviews with customers, suppliers, and leadership
  • Manage all aspects of program execution, including start-up, cost controls, change management, risk and opportunity management, completion of contract deliverables, and Estimate at Completion (EAC) requirements
  • Support and present Program Performance Reviews (PPRs), customer Program Management Reviews (PMRs), and ongoing customer discussions
  • Maintain and report status of all items in workflow
  • Monitor and manage factory throughput, and continuously look at process improvements for reduced cycle times and customer turnaround times (TATs)
  • Meet customer commitments, contract deliverables, and internal program reporting to include financials, quality, cost efficiency, technical and schedule performance
  • Collaborate with other program managers, chief engineers, and integrated product team leads (IPTLs) to resolve resource conflicts and optimize success across the portfolio through continuous improvements in production, reliability, factory and field test equipment, operational and maintenance manuals, and engineering activities
  • Proposal/capture manager lead activities, to include strategy, bidding, gating, fact finding and partnering with contracts for proposal negotiation.
  • Manage small study projects and task orders for technology development and insertion


Qualifications You Must Have
  • Typically requires a Bachelor's degree or equivalent experience and minimum 8 years of prior relevant experience in Program/Project Management, Operations Management, Cost Account Management, Systems Engineering, Integrated Product Team Lead (IPTL), or an Advanced degree in a related field and minimum 5 years experience
  • Experience with production programs, to include production processes, operations, supply chain management, risk & opportunity management, earned value management systems (EVMS), closed loop corrective actions, configuration control, financial reporting (CDRL, EAC, LRE), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), and/or similar business management processes
  • Experience leading teams
  • Experience leading proposal activity


Qualifications We Prefer
  • Program Management Level 5 Certification, or ability to obtain within one year
  • An active and transferrable Top Secret level U.S. government issued security clearance
  • Effective communication and presentation skills across all levels, including customers and executive stakeholders
  • Experience with Microsoft Office Suite resources and Project Management Resources (MS Project)
  • Excellent business sense to proactively identify risks and opportunities, along with an ability to resolve problems quickly and efficiently
  • Continuous attention to details including financials and execution performance, and thorough organizational skills
  • Technical knowledge of Electro-Optical/Infrared systems (EO/IR) and similar technologies
  • Comfortable working with traditional, agile, and hybrid PM methodologies
  • Familiar with factory depot operations, throughput analysis, and implementing RTAT improvements
  • Basic understanding of the military operations community and logistics support structures
  • Customer focused, customer relationship management
  • Demonstrated ability to apply best practices; familiarity and experience with Program Management Best Practices preferred
  • Experience leading capture activities

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
