Duties
This position is located in the Property Management Branch, Supply and Services Division, United States Property and Fiscal Office (USPFO). Its purpose is to monitor the accountable equipment within the State and maintain an accurate accounting and reporting system for property book equipment to include providing data to the Continuing Balance System - Expanded (CBS-X). The position reviews property book accountability records and supporting documents, investigates inaccuracies, and reports findings to appropriate management. Participates in the management of the Army Unique Item Tracking (UIT) program. Manages the Department of Defense Activity Address Code (DODAAC) program. Participates in the management of equipment loans.--Maintains an accurate automated accounting and reporting system of property book equipment for units and activities within the State. In coordination with the Director of Logistics (DOL) monitors on hand assets and recommends actions to improve logistical readiness within the State. Participates in segments of management studies on the distribution of equipment assets and makes recommendations based on analysis. Monitors and participates in the redistribution of unit excess by recommending transfer and turn-in of property book items as appropriate. Directs lateral transfer of equipment as recommended by the DOL. Reviews disposition instructions of outgoing major end items to validate excess status prior to shipment. Monitors/reviews transactions that update property accounting balances of the Standard Army Management Information System (STAMIS) to isolate errors and provide guidance to correct deficiencies. Manages and maintains the state STAMIS catalog data file, assignment of State assigned line item number (SLIN) and non-expendable management control numbers (MCN).
Work involving supervising or performing clerical or technical supply support work necessary to ensure the effective operation of ongoing supply activities. Work is performed in a wide range of systematized supply operations, such as performing administrative functions in inventory, storage, cataloging, receipt, and control processes.

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC):
Area of Consideration: This position is open to Area 1 Only.
Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2)
Area 2: Current members of the South Carolina Army National Guard
Area 3: Any individual eligible for membership in the South Carolina Army National Guard
*Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1.
GENERAL EXPERIENCE REQUIREMENTS : Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Knowledge of basic or commonly applied rules, procedures, or operations such as, filling out, posting, filing, controlling, or coding documents and/or transactions. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE REQUIREMENTS : 1-year specialized experience equivalent to at least the next lower grade.

1. Must be able to obtain and maintain the appropriate security clearance of the position.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
4. May occasionally be required to work other than normal duty hours; overtime may be required.

- NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
