Shields Point, LLC a subsidiary of Alutiiq, LLC has a potential opportunity for an (OCONUS) HNP Tactical Specialized Unit Advisor (Military Special Forces Experience). The Special Advisor shall assist the HNP to strengthen the capacity of crowd control, public units and tactical specialized units, to develop effective, accountable, organized, decisive leaders and capable officers. The special advisor will work with the Central Director of Public Administration (DCPA) and the Commanders of the specialized units to ensure all leaders delegate appropriately, provide clear direction, and lead by example. The incumbent will also emphasize that leadership during critical incidents should be guided by the HNP's policies, procedures, and the rule of law. The Special Advisor will also help to establish a clear command structure during an incident utilizing the concept of "unity of command."

Payrate: $171,600 Annually + Uplifts

- Work with INL Haiti, and with the GOH to identify assistance and projects relating to specialized units and operations.
- Keep accurate records and prepare concise reports; keep INL Haiti regularly informed of programmatic and political developments.
- Assist HNP leadership in designing and implementing administrative structures and processes that improve the systems and processes for information flow and control for HNP Specialized Units.
- Mentor HNP Specialized Units leadership on effectively managing responses to critical incidents, including through establishing and maintaining clear command structures, adhering to applicable policies and laws, and respecting human and civil rights.
- Advise HNP leadership on how to improve CIMO's and UDMOs' rapid response to unrest and other threats to life and property.
- Advise the HNP on training, equipping, and managing CIMO officers, including former UDMO officers being merged into CIMO. Assist in coordinating processes to train former UDMO officers.
- Review plans, agreements and official correspondence for CIMO and provide advice and guidance.
- Facilitate communication and direct interface between CIMO and the U. S. Embassy.
- Maintain extensive knowledge of CIMO operations.
- Provide programmatic guidance and analysis of developments in CIMO to the U.S. Embassy and INL Washington.
Payrate: $171,600 Annually + Uplifts
REQUIRED QUALIFICATIONS AND EXPERIENCE:
- Bachelor's Degree or higher is required.
- Pursuant to the Government Contract, you must be a U.S. Citizen.
- Anti-Gang unit experience in an urban setting
- On active duty or retired from a bona fide police or sheriff's department.
- At least 10 years of law enforcement experience in a police agency, including experience as a community policing officer or equivalent.
- Have held at least the rank of Sergeant or similar for at least two years; Lieutenant or higher preferred.
- Demonstrated leadership in policing, preferably in an international setting.
- Previous international experience in police operation.
