MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air/Army National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).
Minimum Military Grade(s) - MSgt (E-7) or Maj (O-3)
GENERAL EXPERIENCE: Must possess administrative, professional, investigative, technical or other types of experience which demonstrates ability to meet and deal effectively with persons of different ages, races, and economic and education background; to collect and assemble pertinent facts, and to prepare clear and concise written reports.
GS-12 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience, education or training equivalent to the GS-11 grade level or equivalent that demonstrates knowledge and skill in managing an Equal Employment Opportunity (EEO) program, developing affirmative action plans, resolving complaints, and advising management, supervisors, and employees? The specialized experience must demonstrate knowledge of federal equal employment opportunity principles, laws, regulations and policies, and relevant decisions to recognize and solve individual equal employment opportunity problems, and to make technical recommendations for decisions in complaint cases. Experience in oral communication and writing skills to make presentations, conduct training seminars, negotiate settlements, and write proposed decisions in complaint cases.
SPECIALIZED SUPERVISORY EXPERIENCE: Must possess experience managing the function of the work to be performed that includes the ability to lead, direct and assign work of personnel.

- Serves as principal advisor to the Adjutant General and manages the Equal Employment Opportunity programs.
- Studies and analyzes employment laws, regulations and policies from National Guard Bureau Headquarters to formulate and implement the state's EEO program.
- Prepares and coordinates the implementation of the State Affirmative Employment Plan.
- Devises methods for monitoring progress of minorities, women, those employees with disabilities, and personally monitors or coordinates the work of others in monitoring actions.
- Together with the J1, formulates policies designed to prohibit discrimination due to race, color, religion, sex, national origin, age and disability.
- Reviews Human Resources policies and programs to determine barriers.
- Develops and conducts equal employment opportunity training for new hires and supervisors.
- Participates in the development and administration of the state's upward mobility program.
- Conducts meetings both on and off the National Guard installation with community outreach organizations in the interest of improving equal employment opportunity initiatives and relationships.
- Coordinates and assists in the development of ARNG EO and ANG MEO military programs and affirmative action plans.
- Performs necessary planning, coordination and follow-up actions in support of these programs and plans.
- Counsels employees and applicants who believe they have been discriminated against; insures the timely, fair and impartial consideration and disposition of complaints; maintains and secures all documents pertinent to informal and formal complaints.
- Coordinates formal hearings when requested by the complainant.
- Make recommendations to the Adjutant General on resolution of complaints.
- Supervises a full-time Equal Employment Specialist as required.
- Performs other duties as assigned.
