Summary
HII-Mission Technologies is seeking a highly skilled Operational Strategist to provide analytical and programmatic support in the development, implementation, and sustainment of a command-wide technology strategy. This role plays a critical part in enhancing decision-making and achieving information advantage by integrating advanced technologies and data capabilities across joint, allied, and partner operations.
The Operational Strategist will coordinate with HQ staff, COCOM, AF, MAJCOMs, industry, and international partners to assess current and emerging operational environments, identify capability gaps, and recommend strategic improvements. The position requires expertise in analyzing national and multinational plans, strategies, and doctrines to support improved architectures, interoperability, and mission effectiveness. The strategist will also support exercises, training events, and the integration of emerging technologies into operational planning, while providing subject matter expertise across areas such as C2, IAMD, ISR, A2AD, TACS, and data sharing.
This role demands a forward-thinking professional with strong communication skills, technical acumen, and the ability to translate complex concepts into actionable strategies that align with COMUSAFE-AFAFRICA's strategic objectives.

What You Will Do
- Coordinate across the HQ staff, COCOM, AF, MAJCOMs, partners, components, industry, and other agencies to forecast, plan, schedule, and integrate advanced technology and data capabilities to enhance decision making and information advantage.
- Analyze National, DoD, joint, NATO and partner nation operations, to identify and report on opportunities to leverage technology enhancements or identify emerging threats to existing capabilities, to inform capability gap analyses.
- Analyze current and emerging National, DoD, joint, NATO and partner nation plans, strategies, and doctrine to identify and report on opportunities for improved architectures and interoperability.
- Coordinate across the HQ staff, COCOM, AF, MAJCOMs, partners, components, industry, and other agencies to forecast, plan, schedule, and integrate advanced tech/data capabilities to enhance decision and information advantage and partner with enterprise innovation, analytics, knowledge management, and communications organizations.
- Assist planning and execution of exercises and training events to ensure proper architecture and interoperability / data exchange standards are implemented and employed. Work with exercise planners to identify opportunities to inject emerging capabilities into exercise training plans to advance capability development.
- Provide SME support researching, coordinating, developing, and assisting with implementation of architecture concepts and standards to enhance USAFE-AFAFRICA operations, including, but not limited to C2, IAMD, ISR, A2AD, TACS, Data Sharing, and routine operations.
- Provide SME support, IT infrastructure support, and IT engineering support, to ensure technologies, capabilities, and concepts are integrated into or interoperable with existing infrastructure and interoperable to meet COMUSAFE-AFAFRICA strategic objectives.
- Provide SME support evaluating proposed products and processes for compliance and/or alignment with USAFE-AFAFRICA requirements.
- Develop briefings, CONOPS, roadmaps, reports, leadership & technical briefings, and/or meeting minutes to facilitate shared understanding and decision-making.
- Support applicable elements of the B2C2WG process or other decision forums, as needed, with analysis and recommendations.
What We Are Looking For
- 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
- Subject matter expertise in DoD mission, functional, or technology areas.
- Demonstrated ability to take the initiative and solve problems; produce senior-officer level. presentations, briefings, and background papers; provide detailed and well-researched reports.
- Knowledge of USAFE mission and area of responsibility.
- Subject matter expertise in Air Force, Joint, and partner nation air operations.
- Strong analytical and strategic thinking skills, with the ability to translate complex concepts into actionable plans.
- Familiarity with government policies, regulations, and compliance requirements.
- Clerance: Must possess and maintain a Top Secret clearance with SCI elgibility.
Preferred: Bonus Points For...
- Master's degree plus 10 years of recent specialized experience is highly desired.
- Associate's degree with a minimum of 7 years of recent specialized experience; OR Recognized major industry certification with at least 7 years of recent specialized experience; OR A total of 11 years of recent specialized experience without a degree or certification.
- Staff level experience as a prior commissioned officer in the US Air Force.
