Responsibilities

The Federal Aviation Administration (FAA) Voice Switch and Recorder (VS&R) Program Office manages seven different programs that provide Air Traffic Control (ATC) Voice Communication Systems (VCSs) and legal recording systems that perform critical, high availability ATC communications and recordings within the FAA's National Airspace System (NAS). The VS&R Program Office is performing acquisition of modern Internet Protocol (IP) Voice Communications Systems that includes development/upleveling of requirements, market research, procurement, system verification, system validation, Factory Acceptance Testing (FAT), integrated System/Operational Testing (iSOT), Key Site deployment, waterfall deployment, cutover and acceptance. The VS&R Program Office also manages full life cycle sustainment and logistics activities for existing operational ATC VCSs that are currently in use throughout the NAS.

This position will support the FAA in the sustainment and accelerated modernization of ATC Voice Communications Systems (VCSs) within the U.S. National Airspace System (NAS) and will provide direct, on-site computer, test, lab and infrastructure support to the FAA VS&R Test and Evaluation Team at the William J. Hughes Technical Center (WJHTC) for Advanced Aerospace in Egg Harbor Township, NJ, including, but not limited to:
  • Lab infrastructure support for Air Traffic Control (ATC) voice system testing, configuration and integration, including server/system installation, configuration, operation and related interface cabling.
  • Support development and execution of complex test procedures for VS&R systems and new IP-based Voice Communication Systems (IP-VCS) and Air-to-Ground Protocol Converters (APCs).
  • Collaborate on analysis of VS&R system test requirements, contribute to test case design, and ensure traceability of system requirements through system verification and validation (V&V).
  • Perform circuit card alignment, transmitter/receiver tuning, and lab system troubleshooting.
  • Collaborate cross-functionally with FAA Test and Engineering Teams, Project Managers, and Program Stakeholders to align lab operations with VS&R team objectives.
  • Support continuous process improvement in test methodologies, documentation practices, and system configurations.
  • Support test readiness reviews, assessment of developer's test reports and corrective action plans
  • Participate in System Testing, Factory Acceptance Testing, Site Acceptance Testing and Joint Acceptance Inspections activities as needed
  • Support Program Management Reviews, Technical Interface Meetings, and other VS&R programmatic meetings as needed.


Required Qualifications

The candidate must possess a Bachelor's degree in computer science or similar discipline, plus 0-2 years of relevant professional experience, or a High School diploma and a minimum of 4 years of relevant professional experience.

The candidate must possess the following knowledge, skills, and abilities:
  • Experience working in FAA lab environments supporting voice communications systems (VCSs), including but not limited to VSCS, IVSR, RDVS, STVS, and ETVS.
  • Proficiency using electronic test equipment in lab and simulation environments.
  • Experience performing circuit card alignments, transmitter cavity filter tuning, interface cabling, and developing technical documentation, with a proven record of safety compliance and operational reliability in mission-critical aviation environments.
  • Experience understanding complex requirements and verifying that they are validated via testing.
  • Analytical and Problem-Solving Skills: Strong analytical thinking and problem-solving abilities to identify issues and develop effective solutions during testing phases.
  • Experience with various testing methodologies, including development and operational testing.
  • Communication and Collaboration: Excellent communication and collaboration skills to work effectively with cross-functional teams and articulate results clearly.
  • Attention to Detail and Time Management: Strong attention to detail and effective time management skills to prioritize tasks and meet project deadlines.
  • Adaptability: Ability to adapt to changing requirements and environments, maintaining flexibility and resilience in dynamic project settings.
  • Commitment to Learning: Dedication to continuous learning and staying updated on industry trends and emerging technologies to enhance testing practices.

The candidate should possess some of the following knowledge, skills, and abilities. While the experiences listed below are not required, possessing them would make a candidate stand out and bring added value to our team:
  • Knowledge of the Federal Aviation Administration (FAA)
  • Knowledge of the FAA National Airspace System (NAS)
  • Linux Operating Systems: Familiarity with Linux environments, including the ability to navigate, configure, and troubleshoot within the operating system.
  • Network Experience: Understanding of OSI networking principles, including configuration, and troubleshooting of network devices.
  • Experience with network protocols and the ability to test network-related functionalities will be beneficial.
  • Strong logic/reasoning skills (e.g., can understand/analyze requirements, and identify logical gaps)
  • Experience conducting and participating in technical interchange meetings
  • Strong, clear verbal and written communication skills

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
