Overview

The Site Security Monitor Associate (SSMA) provides support for a SCIF Construction Management Support Contract. This position ensures that the construction integrity of a SCIF being built meets ICD 705 standards and is in accordance with the Construction Security Plan (CSP). The SSMA acts as the single point of contact regarding SCIF construction security at the project site and is responsible for implementing all aspects of the Construction Security Plan (CSP). The SSMA will be provided direction by the appropriate government entities and will comply with the directions to ensure the construction of the SCIF is not compromised. All duties and responsibilities performed in accordance with the Core Values of Cayuse.

Responsibilities

  • Ensure the security integrity of the construction site (hereafter referred to as the "site")
  • In accordance with ICD 705 dated 13 March 2020, a Site Security Monitor Associate (SSMA) shall perform the following:
    • Ensure the requirements of the ICD 705 are implemented, as such any security personnel associated with this contract must have four (4) years (within the last 8 years) of knowledge and experience in implementing the ICD 705 requirements
    • Work with the SSO to identify implementation of the standards to comply with the Construction Security Plan (CSP). The contractor shall provide the final implementation plan to the COR, no later than five (5) business days from contract award. The COR will forward to the SSO, for review and approval
    • Conduct periodic, as defined by the CSP, security inspections for the duration of the construction project to ensure compliance with ICD 705 standards and the CSP
    • Identify any concerns, deviations and violations to the CSP that are identified while implementing the duties and submit to COR, who will forward to the SSO within three (3) business days of identifying them. Submission shall be in writing (in contractor standard format). Should reportable incident be deemed serious/egregious (as determined by contractor), verbal notification shall be made within two hours of identification, followed up with the written submission
    • Ensure all CSP procedures to control site access are implemented
    • Document security violations or deviations from the CSP and notify the SSO for disposition. The SSMA shall control access of personnel materials at the Construction Site. Specifically, ensure the security integrity of the construction site, the Secure Storage Area (SSA), and construction materials
    • Work with the construction contractor to ensure security of the construction site and compliance with the requirements set forth in the contract and CSP
    • Ensure that processes are in place to ensure that all persons, packages, boxes, crates, vehicles, or other means of introducing material onto the secure areas are inspected for questionable or prohibited items
    • Monitor, observe, and interact with the construction workers as they accomplish their various tasks to preclude the introduction of electronic, electrical, mechanical, or any other type of hostile surveillance monitoring devices into finished construction
    • Shall be able to write detailed reports in English and complete the analyses of issues, findings, and security situations which require staff action
    • Shall be capable of independent decision making, possess a high degree of individual initiative, and be able to function with minimal supervision
    • Maintain all required documentation of inspections, security violations, and incidents; maintain logs and upload any photographs taken on a daily basis
    • Conduct random inspections of all site areas to ensure no prohibited materials have been brought on to the site. All suspicious materials or incidents shall be brought to the attention of the COR
  • Other duties as assigned


Qualifications

Minimum Qualifications:
  • At least 5 years of relevant experience and working knowledge of ICD 705 construction standards
  • Must have an Active Top Secret (TS)/SCI security clearance
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment

  • Self-starter with the ability to learn new tasks and skills
  • Strong organization and communications skills
  • Willingness and ability to work a shift schedule that may include weekends
  • Ability to multitask and have practical time management skills
  • Team Player
  • Proficient in Microsoft Office Suite, Word, Excel, PowerPoint, Teams, and SharePoint

  • May be asked to work a flexible schedule which may include holidays
  • Must be physically and mentally able to perform duties for extended periods of time. Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position

  • Must be able to work varying work schedules and/or extended hours to meet business needs and project deadlines
  • May be asked to travel for business or professional development purposes

Pay Range

USD $30.00 - USD $35.00 /Hr.
