Summary/General Description of Job:
The incumbent performs duties associated with pre-award, solicitation and post award contracting functions for the procurement of service and construction projects, commodity purchases, and contract administration of these purchase orders and subcontracts through closeout
Essential Duties & Job Functions:
• Reviews purchase requests for commodities, service and construction projects.
• Obtains quotes/proposals; negotiates and administers assigned subcontracts/purchase orders.
• Analyzes requirements, recommends revisions to the statement of work or specifications as necessary, and decides on the type of contract, milestones, and procurement plan.
• Prepares solicitation documents. Solicits quotes or proposals from prospective contractors.
• Analyzes quotes or proposals for conformance with the solicitation.
• Performs written cost or price analysis, including evaluating costs to determine reasonableness.
• Coordinates the technical evaluation to determine acceptability of technical proposals.
• Establishes contractor responsibility and develops negotiation strategy.
• Evaluates contractor's financial, technical and performance capabilities.
• Negotiates with potential contractors.
• Recommends contract award to Procurement Manager.
• Prepares subcontract or purchase order award documentation .
• Performs pre-award, award, administration and closeout of subcontract or purchase order actions in accordance with Amentum policies and procedures
• Reviews contractor insurance certificates and bonding for adequacy.
• Negotiates purchase order and subcontract modifications.
• Conducts vendor capability surveys and maintains approved vendor source files.
• Performs other related duties as assigned.

• Compliance with contract requirements and Amentum policies and procedures, including Rules of Conduct.
• Complying with established acquisition policy and procedures.
• Knowledge of Service Contract Act, Davis-Bacon Act, Walsh-Healey Act, proposal development, spreadsheet analysis, cost and pricing formulations, and Department of Labor Wage Determinations.
• Ability to multi-task and set priorities and handle multiple projects with varying deadlines.
• Timely completion and accuracy of all work.
• Excellent communication skills, both oral and written.
• Excellent organizational skills.
• Dealing with a variety of people in a professional, courteous manner in diversified situations.
• Adherence to established CGS, LLC safety policies and good industrial and office safety practices.
• Timely and cost-effective performance of duties.
• Harmoniously working with other employees and customers.
• Skill in the use of MS Word and Excel at the intermediate or higher level.
• Exercising independent judgment and handling confidential information.
Job Requirements (Education, Experience, Professional Associations):
Mandatory
• Three (3) yea rs direct contract/subcontract experience working with Federal Government contracts.
• Associate degree in business or accounting or in lieu 2 years additional verifiable experience in government contracting.
• Working knowledge of:
• Federal Acquisition laws, regulations, and procedures (FAR/DFARS);
• Various types of contracts, methods of contracting, and selection factors to plan appropriate procurement strategies, and to conduct negotiations in the pre-award and post award phases of contracting;
• Commercial and industrial business practices (e.g., market trends, sources and use of cost analysis techniques) sufficient to identify sources, analyze cost, pricing data, contract proposals, and to evaluate the offers for responsibility.
• Ability to use Microsoft Office programs (Word, Excel, Power Point) at an intermediate level.
• Valid state Driver's License with acceptable driving record pertinent to the position.
• Ability to successfully pass any background checks and/or drug testing required on the contract.
• U.S. Citizenship
Preferred
• NCMA or DAWIA certification
• Bachelor's degree
• Experience with IBM Maximo ® Asset Management software
The base salary range for this position is $90,000 to $110,000. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
