NewGen is seeking a Training and Development Specialist with an active DOD Secret Clearance (okay to start with an interim Secret)
Job Responsibilities:
This position is for a Grants, Leases, and Land Transactions Subject Matter Expert (SME) to support an initial pilot effort at Joint-Base San Antonio (JBSA) for the Air Force Civil Engineer Center (AFCEC), with potential for long-term SME support. This position will provide technical guidance and assistance with Grants, Leases, and Land rights, obligations, and contractual compliance related to Department of Air Force (DAF) real estate transactions.
POSITION DUTIES:
• Conduct in-depth reviews and analyses of DAF Installation Land rights and obligations key supporting documentation (KSD) support and requirements, to include deeds, etc., in accordance with applicable federal laws, regulations, Air Force Instructions (AFIs), Department of Defense (DoD) policies, and best practices
• Serve as a SME on all types of leases and grants, including in-grants, out-grants, etc.
• Provide expert knowledge on easements, real estate transactions, and compliance matters
• Implement compliance controls and operating procedures to improve current land, leases, and grants processes at the installation level inclusive of standard operating procedures (SOPs), guidance documentation, etc.
• Review and analyze real property inventories and develop recommendations for improving data accuracy and completeness
• Provide on-site support at JBSA for the pilot effort to include leading site inspections/reviews, and developing/presenting briefings to senior leadership, etc.
• San Antonio local a plus, and/or ability to travel up to 75% of the time.
Required Skills:
• Bachelor’s degree required
• Experience with Department of the Air Force (DAF) land, in-grants, out-grants, and lease transactions
• Understanding of on-base and off-base facilities, negotiated lease terms, and compliance standards
• Expert knowledge on easements for utilities, infrastructure, and other required facilities for Air Force operations
• Background in real estate transactions with real estate appraisals, surveys, and environmental assessments
• Background in environmental is a plus
• Experience developing standard operating procedures (SOPs) and implementing audit compliance controls
• Capability to provide updates and briefings to senior client stakeholders
