Reports to: Facilities Maintenance Supervisor

Major Duties and Responsibilities

Directs the efforts of other American shop personnel or performs operation, maintenance and repair of the Embassy's complex of boilers, chillers, heat exchangers, water heaters, air handlers, air conditioning Units and associated controls under the direction of the Facilities Maintenance Supervisor.

Specific responsibilities include but are not limited to:
  • Directs or performs maintenance and repair of heating and ventilating systems and equipment to include large (250 or more tons capacity) centrifugal chillers, cooling towers, heating boilers, humidifying steam boilers, heat exchangers, water storage tanks , water and/or water heat exchangers, air handling and air conditioning units, air filters, and air distribution systems by directing the work and providing hands-on assistance.
  • Directs or performs preventive maintenance of equipment assigned as a specific responsibility in accordance with established schedules, operational and maintenance procedures
  • Schedules and directs checks and tests of boilers, heat exchangers, water heaters, pumps, fans, blowers, air conditioning units, humidifying boilers and associated control instrumentation in conformity with Facilities REMS program and instructions.
  • Directs or performs correction of defects by adjustment, cleaning, repair and/or replacement of defective items.
  • Plans and schedules execution of work orders assigned to the HVAC mechanics and other work assigned to support Embassy operations.
  • Prepares inputs for American and DOS Facilities periodic reports on operation, PM testing, and evaluation of HVAC systems.
  • Evaluates job performance of American members of the HVAC Shop.


QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE
  1. Education:

Completion of secondary school or obtained GED is required. Completion of vocational training or apprenticeship recognized as producing a journeyman HVAC technician; trade school certification or equivalent is required.
  1. Prior Work Experience:

Minimum of seven years of progressively responsible work experience in the construction or the operations and maintenance of HVAC equipment, systems and controls including large (> 250 tons) centrifugal chillers, boilers, pumps, air handler units, piping, heat exchangers and associated equipment. Experience must have included working from sketches, drawings, blueprints, wiring diagrams and manufacturers' operations and maintenance manuals. Among those seven years, at least 3 years of shop foreman/lead experience. Must have a Universal CFC certificate.
  1. Job Knowledge:

Knowledgeable in local, national and international building codes. Familiar with ideal and U.S. standard construction practices. Incumbent must possess knowledge of the overall mission of the post, have a clear understanding of US policy and US law as it pertains to their work. They must be fully knowledgeable of US law as it pertains to Ozone depletion and have a full understanding of consequences of violation of such laws. Must possess full knowledge of established practices and procedures involved in the mechanical field. Must have a knowledge of materials, tools and equipment used in HVAC construction, maintenance and repair work. Must possess a general knowledge in the following trades: Electrical, Plumbing, Painting, and Carpentry. Must have general computer skills and math skills. Must have knowledge and experience reading blueprints, interpreting maintenance plans and technical literature. Must possess the knowledge of where to locally purchase parts and supplies necessary to complete projects.
  1. Skills and Abilities:

Ability to utilize electrician tools, meters and associated equipment utilized in the HVAC field. Must be cognizant of post security requirements land mechanical operation and safety precautions of such equipment. Understanding DDC and BAS.

HVAC Technician with a minimum of seven years' experience in the operation, maintenance and repair of Must have a Universal CFC certificate. Must have at least 3 years of Shop Foreman/Lead experience. Must have oral and written communication skills sufficient to produce employee evaluations and written reports for upper management and to brief upper management on project status. Must be 21 years of age or older, have completed secondary school or obtained a GED.

A Top Secret security clearance is required.

Must be a U.S. Citizen.
