Duties

  • You will serve as the Information Systems Security Officers (ISSO) and alternate Cyber Workforce (CWF) Program Manager.
  • You will be responsible for identifying and implementing Cybersecurity changes based on new security technologies and Cybersecurity policies.
  • You will ensure that IT automated system design and development comply with Public Law, Department of Defense (DoD) and Department of the Navy (DoN) Cybersecurity policies.
  • You will ensure that Command information technology systems are operated and managed according to higher authority regulations.
  • You will identify, analyze and report attempts to gain unauthorized access to information, system failures, or suspected defects which could lead to unauthorized disclosures.
  • You will report and advise personnel on actual or potential computer virus threats.
  • You will execute the Cyber Workforce (CWF) compliance and effectively counsel leadership in making decisions relative to personnel and position management actions.
  • You will generate, review and present ad-hoc reports based on trend analysis and status reports.
  • You will serve as Subject Matter Expert (SME) in all phases of CWF requirements and provide assistance to subordinate commands on CWF requirements.

  • This is a Cyberspace Workforce position, work role code 722, proficiency level INTERMEDIATE the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Implementing DOD and DON policies, procedures, regulations, directives, and requirements related to physical, personnel, emanations, and information security.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Reporting and advising personnel on actual or potential computer virus threats, and implementing procedures for issuing, protecting, and changing system passwords.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Participating in working groups and attending meetings.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Assisting in the development of systems security contingency plans and data recovery procedures.

In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:

-Experience conducting threat and vulnerability assessments and reporting threats and technical vulnerabilities.
-Experience troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers.
-Experience sustaining server operations and maintenance methods.
-Experience managing the computing environment through knowledge of the capabilities and limitations of computer equipment.
-Experience performing system modifications, testing, installation, operation, maintenance, and protocol captures by providing support related to installation, configuration, and modification of hardware and software operating systems.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR

Successfully completed 3 full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR

Graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
