Program Description
The Naval Information Warfare Center (NIWC) Advanced Technology Development (ATD) Program drives the research, prototyping, and maturation of emerging technologies that advance the Navy’s information warfare mission. Through ATD initiatives, NIWC explores and develops capabilities across key domains such as cyber operations, C4ISR modernization, data analytics, electronic warfare, tactical networking, and cloud or edge computing. These efforts focus on rapidly turning innovative concepts into mission-ready prototypes by conducting laboratory integration, field experimentation, and user-centered evaluations with operational Navy and Marine Corps units. By maturing technologies to Technology Readiness Level (TRL) 6, the ATD program ensures concepts are validated, secure, and suitable for transition into formal acquisition pathways.
The ATD program serves as a bridge between research communities, warfighters, and Program Offices such as PEO C4I, PEO Digital, and MARCORSYSCOM. NIWC engineers and scientists work collaboratively to refine system architectures, embed cybersecurity compliance through RMF and STIG standards, and produce engineering artifacts necessary for eventual fielding. These efforts culminate in demonstrations, performance assessments, and transition packages that support integration into Programs of Record. Through this structured yet agile process, NIWC’s ATD program accelerates the delivery of innovative, information-driven capabilities that enhance operational readiness and strengthen the Navy’s competitive advantage across the information warfare domain.
Overview
SSi seeks a Systems Engineer with MBSE to join our team supporting NIWC Atlantic. The systems engineer will work directly with the client analyzing complex and unique technical support assignments and collaborate with software engineers, hardware engineers, cybersecurity personnel, and program analysts within a scaled agile environment. This position is 100% onsite. No hybrid/flex or remote work schedules are permitted for this effort.
Responsibilities
• Provide technical support for engineering development activities and oversight of technical efforts to ensure project objectives are being met in a timely fashion, evaluate proposed designs to ensure technical merit in meeting project requirements.
• Provide planning and execution of systems engineering technical processes and technical management processes - including decision analysis, technical planning, technical assessment, requirements management, risk management, configuration management, technical data management, and interface management.
• Lead planning and execution of systems engineering technical reviews (SETR) events and tracking the completion of action items. Requires excellent communication skills both oral and written.
• Experience providing Systems Engineering expertise in enterprise level environments with technologies to include large scale systems and OS, software and applications, AD, SAN/WAN technologies, Windows Server environments, Server Virtualization, and Commercial Cloud Services.
• Support PMO architecture efforts with the use of MBSE tools to deliver common solution baselines.
• Maintain a MBSE modelling repository for use by programs in testing and roll out of advanced programs.
• Assist in establishing effective archiving processes for all repository data and follow procedures for release and protection of the established baselines.
• Create, document and leverage model centric systems engineering practices that emphasize the use of computer-based models to support systems engineering processes.
• Other duties as assigned.
Qualifications
• BA/BS degree from an accredited college or university in Engineering, Computer Science, Information Systems, or related field.
• COMPTIA Sec + or higher certification
• Minimum of 7 years’ experience
• Proven ability to work on high visible or mission critical aspects of a given program and performs all functional duties independently.
• Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
• Ability to communicate effectively with all levels of employees, Government personnel, and other stakeholders.
• Strong interpersonal skills, good judgment, and the ability to lead a team or perform independently.
Physical Demands:
• Must be able to lift, move, and position equipment in both indoor and outdoor environments, including on uneven or natural surfaces.
• Must be able to stand and walk for extended periods.
• Must be able to lean, crouch, twist, bend, and squat as needed to inspect or analyze network infrastructure.
• Must be able to work outdoors in deployed environments and perform duties in adverse weather conditions, including cold, rain, snow, and heat.
