As a Program Analyst at the NH-0343-4 some of your typical work assignments may include:
  • Oversee the planning, execution, and monitoring of operational activities.
  • Ensure operational processes are followed and that activities are conducted IAW approved operational plans and procedures.
  • Coordinate with other the programs to ensure seamless execution of operational activities. Develop and implement process improvements to enhance efficiency, reduce costs, and improve quality.
  • Lead, develop and brief MDA leadership on improvements in operating concepts and criteria that will stimulate the development of improved policies, methodologies, and techniques across the BMDS.
  • Review, compare and brief current program developments against approved plans and baselines to identify potential and actual problems, executed baseline remedial and preventive actions, and report findings and recommendations to MDA senior leadership. Assess, manage and eliminate risk related to product cost, schedule, and performance.
  • Assist technical experts to ensure program/project requirements are properly identified, and acquired in accordance with Agency and DoD acquisition regulations and policies.
  • Support higher graded specialist on all matters related to acquisition, program analysis, cost and schedule. Assist with identifying and conducting special studies and analyses to determine acquisition approaches for MDA programs.
  • Works closely and collaboratively with Functional and Program Manager Staffs on a daily basis to identify schedule process improvement opportunities, and to assist with affecting such process improvements.
  • Ability to communicate information to management orally, in writing and with presentation material and collaborate across programs, organizations, and functional IPTs external stakeholders.

  • This is an acquisition position coded Advanced in Program Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 48 months of entry into position.
  • Incumbent must acquire 80 Continuous Learning Points every 24 months.
  • Employee must obtain/maintain a Non-Critical Sensitive/Secret clearance
Qualifications

You may qualify at the NH-04 if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH - 04 grade level in the Federal service: Applicants are required to meet 2 of 4 statements in order to be qualified.
  • Demonstrated experience leading and managing operational teams in a complex technical environment with a proven track record of achieving operational goals and objectives.
  • In-depth knowledge of missile defense systems and concepts of operations (CONOPS), with the ability to apply this knowledge to improve operational effectiveness.
  • Strong analytical and problem-solving skills, with the ability to identify and resolve complex operational issues, analyze data to identify trends, and develop effective solutions.
  • Experience developing and conducting management reviews, decisions, and information briefings related to policy, planning and assessments.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
