Specialized Experience: One year of specialized experience which includes 1. Collaborate with key stakeholders to establish mission and work requirements which align with plans, goals, and objectives of the organization 2. Lead operational posture with team to ensure tasks are delineated equitably to meet demands; 3. Manage program resources, allocations and phases of projects to ensure compliance with the budgetary and mission requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

- Oversee and direct the Installation Support and Program Management Division activities.
- Collaborate with commander, deputies, and other principal staff, providing continuity of leadership in assessing the center's mission and work requirements when developing plans, goals, and objectives.
- Manage the preparation, compilation, review, analysis, and submission of all program data required for the center's program budget and business plan.
- Serve as the responsible center spokesperson between the center and the program sponsors and customers.
- Supervise a staff of engineers, technical experts, program and project managers, administrative, and support team members.
- Implement overall program management guidance and policy.
- Assure the establishment of corporate goals on schedule, cost, scope, and budget in the Program Management Plan (PgMP) for installation support projects in coordination with functional elements.
- Conduct periodic program review and analysis briefings to compare progress with objectives and established milestones.
