Information Systems Security Manager

Position Summary
This role is primarily responsible for reviewing, validating, and signing required cybersecurity documentation (including ASR checklists) and ensuring documentation packages meet defined criteria before being returned to field personnel for upload and workflow actions in eMASS.

Key Responsibilities
Document Review, Validation, and Signature Authority
- Review and sign cybersecurity documents requiring ISSM approval, including continuous monitoring documentation, checklists, and ASR checklists.
- Validate document content against required criteria for the specific document type; provide sign‑off and return to the FSR for upload into eMASS and completion of required actions.
- Maintain awareness of accountability language within governance documents (e.g., ISSM responsibility in the event of incidents/deficiencies) and ensure reviews are performed accordingly.

RMF Continuous Monitoring (CONMON) Oversight
- Focus primarily on the CONMON “common side of the house” requirements and the ASR checklist cadence to ensure quarterly and annual artifacts/actions are being completed.
- Track receipt of checklists and required artifacts so the ISSM is prepared to review and sign items as they come due (often via courtesy copies from field teams).
- Provide oversight and escalation to help ensure required tasks are accomplished by field resources (FSRs) who execute most on‑site responsibilities.

eMASS Familiarity and Package Hygiene
- Maintain working knowledge of eMASS to understand where artifacts live, what is required for an ATO package, and what needs to be updated—especially ensuring required artifacts are current (e.g., nothing “over a year old” in the system as noted).
- Review status at a given base/site in eMASS as needed; primarily to view progress, support decision‑making, and consult field staff rather than perform day‑to‑day implementation work.

Stakeholder Support and On‑Site Engagement (as needed)
- Serve as a consultative escalation point when there are leadership alignment issues at a base (e.g., when the Base Civil Engineer Commander has concerns or expectations requiring clarification).
- Conduct an on‑site visit only when remote clarification (e.g., via Teams) is not sufficient, meeting face‑to‑face to address concerns and align contract obligations with stakeholder expectations.
