Overview

Nakupuna Prime is looking for a Financial Analyst to support the Assistant Secretary of the Navy for Research, Development, and Acquisition (ASN RD&A) at the Pentagon. This position is 100% on-site. The ideal candidate is a detail-oriented self-starter with significant DoD financial analysis experience in support of high-level officials, to include in-depth familiarity with the PPBE process.

Responsibilities

  • Develop optimized data management and transformation tools to execute more efficient financial management support across ASN (RD&A).
  • Provide support in the preparation, review, and analysis of program execution documentation for government approval.
  • Provide budget execution support in the preparation of various funding documents as provided by the Government, using approved financial management systems.
  • Interface and coordinate funding requirements and documents between funding recipients and ASN (RD&A) for government approval.
  • Draft supporting documentation for various financial reviews and analyze, prepare and distribute weekly reports that compare execution plans with actual expenditures.
  • Provide financial feedback to the government execution manager on financial issues for approval.
  • Analyze obligations and expenditures to ensure financial benchmarks are met.
  • Prepare the appropriate documentation to ensure accuracy of expenditure data with financial systems.
  • Review and prepare variance and discrepancy reports.
  • Provide budget programmatic support in the development, review and analysis of the execution year and out-year planning for acquisition programs. Provide recommendations to justify and defend the budget during the required budget submission process.
  • Conduct financial analysis and financial risk analysis, identifying and evaluating financial risks. Ability to forecast out five years and recommending management techniques to mitigate risk exposure.


Qualifications

Skills/Qualifications: The ideal candidate is familiar and has experience with the following technical knowledge, skills, and abilities:
  • Experience analyzing financial information in DOW programming, conducting financial and financial risk analysis, and financial forecasting.
  • Applicants should be familiar with funding documents and automated data processing software programs and capabilities used to accomplish budget and funding tasks.
  • Outstanding quantitative and technical analytical skills.
  • Self-motivated and self-monitoring, exceptional oral and written communications, and ability to multi-task.
  • Excellent organizational skills and attention to detail.
  • Experience editing technical documents to ensure proper format, grammar, and style.
  • Highly proficient in Microsoft Office Suite, including Word, PowerPoint, and Excel.

Education and Experience: This position requires a bachelor's degree and five years of financial management experience, to include knowledge of PPBE and preparation of budget formulation documents, and experience in the following areas: analyzing financial information in DoD planning documents; conducting financial analysis and financial risk analysis; ability to forecast out five years; and recommending management techniques to mitigate risk exposure. Department of Navy experience strongly preferred.Experience supporting SES/FO/GO clients strongly preferred

Clearance: Active Secret. Must be a U.S. citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation :
  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
