OVERVIEW:

The Jira / Confluence Solutions Engineer serves as a senior, customer-facing technical expert responsible for designing and delivering Jira and Confluence Data Center solutions that meet complex federal program needs. This role focuses on translating customer goals and pain points into effective, scalable workflows and configurations, owning solutions from requirements gathering through implementation, validation, and sustainment. This is not a backend administrator role; the Solutions Engineer partners closely with backend admin teams while retaining ownership of solution design and delivery.As part of this role, the SME II ensures that Splunk content and dashboards adhere to role-based access principles, providing users visibility only to data authorized for their role while maintaining security and compliance across the environment.

GENERAL DUTIES:

• Customer Engagement & Requirements Gathering: Meet directly with customers and stakeholders to understand business goals, constraints, and pain points. Gather requirements, document understanding, and confirm scope and success criteria. Communicate clearly through meetings, written follow-ups, and solution demonstrations.
• Solution Design & Implementation: Recommend optimal Jira and Confluence solutions aligned to customer needs, including tradeoffs and alternative approaches. Design and implement workflows, issue types, fields, screens, permissions, roles, dashboards, and reports. Deliver both moderate and complex Jira/Confluence solutions with minimal supervision. Ensure Section 508-compliant Confluence spaces where applicable.
• End-to-End Ownership: Own solution delivery from initial concept through implementation, testing, demo, and handoff. Validate solutions against requirements and demonstrate outcomes to customers. Provide post-implementation support and maintenance as needed.
• Platform Collaboration: Partner with backend Jira/Confluence administrator teams when backend configuration changes are required. Submit clear backend requirements and validate final configurations.
• Quality & Troubleshooting: Perform thorough testing and troubleshooting to ensure high-quality delivery with minimal rework. Maintain strong attention to detail and configuration hygiene.

REQUIRED QUALIFICATIONS:

• Minimum of 12 years of total professional experience with a bachelor's degree (or 16 years of experience without a degree). Degree from an accredited institute in an area applicable to the position in Cybersecurity, Computer Science, Information Systems.
• Demonstrated experience designing and implementing Jira and Confluence solutions end-to-end.
• Proven ability to work independently with strong ownership and minimal supervision.
• Experience supporting multiple teams or customers with varying requirements.
• Skills:
  • Advanced Jira administration expertise (workflows, transitions, conditions, validators, post functions).
  • Strong experience with permissions, roles, notification schemes, fields, screens, issue types, and project configuration.
  • Strong troubleshooting and testing practices.
  • Ability to design intuitive, scalable solutions aligned to enterprise needs.
  • Excellent written and verbal communication skills.

DESIRED QUALIFICATIONS:

• Moderate to high experience with Confluence plugins, especially: Confiforms, Table Transformer
• Experience delivering complex, plugin-driven Confluence solutions.
• Atlassian Jira or Confluence certifications preferred. Relevant cybersecurity or IT certifications are a plus.
