Introduction:
ARServices is seeking an experienced International Engagement Specialist (or Technical Project Analyst - International Engagement) to support the Defense Threat Reduction Agency's (DTRA) Research and Development (RD) Directorate. This role is ideal for professionals with DoD or other governmental agency experience in partnership/international agreements for R&D or related programs, a broad understanding of DTRA RD's mission and portfolio, and a passion for advancing counter-WMD capabilities through international collaboration. In this position, you will provide advisory & assistance services (A&AS) to the RD Operational Planning Integration (RD-OPI) Division's international engagements team, coordinating capability development with the Military Services, Combatant Commands, international partners, and the interagency. This position requires overseas and stateside travel several times a year.
Position Description: The International Engagement Specialist will have demonstrated experience providing advisory and assistance support for international collaborations in chemical, biological, nuclear, and radiological (CBRN) defense matters, facilitating high-level engagements, developing and executing international agreements, and supporting senior leadership on complex, mission-critical international portfolios.
Location & Travel: This is a full-time position based in Fort Belvoir, VA (DTRA Headquarters), with overseas and stateside travel required several times a year.

- Provide Assistance and Advisory Support (A&AS) for international collaborations pertaining to chemical, biological, nuclear, and radiological (CBRN) matters to DTRA RD's International Engagements Team (RD-OPI).
- Work with U.S. Science and Technology Managers and foreign military science and technology agencies to develop and execute International Agreements for cooperative research and development projects focused on chemical and biological defense.
- Facilitate and participate with the client in NATO panels to establish international collaborative research, lecture seminaries, and long-term studies pertaining to chemical and biological defense.
- Facilitate and participate with the client in senior leader-level meetings and action offices with international partners such as the United Kingdom, the Republic of Korea, the Republic of Singapore, and Australia.
- Review all department forms and materials prior to routing for Foreign Disclosure Office (FDO) review.
- Maintain communication and information flow among team members to ensure awareness of all current and upcoming tasks.
- Develop and route staff action packages for approval.
- Respond to routine and short-notice taskers as required.
- Develop and utilize multiple tracking systems to maintain organization and accomplish complex, highly technical goals.
- Support government senior leadership on international engagement-related actions.
- All other duties as assigned.
Security Clearance Requirement: Active Top Secret Security Clearance with the ability to obtain TS/SCI.
Required Qualifications:
- Active Top Secret Security Clearance with ability to obtain TS/SCI.
- Bachelor of Science in a technical science-related field or international affairs/relations plus 8-10 years of relevant experience (MS desired).
- Excellent oral and written communication skills; able to effectively communicate with senior leadership.
- Experience in DoD, the Defense Threat Reduction Agency, interagency, or similar staffs.
Desired Qualifications:
- Experience working or coordinating with US Embassy Country Teams or Defense Attaché Offices.
- Experience developing, staffing, or managing partnership/international agreements.
