Introduction:
ARServices is seeking an experienced Technical Project Manager to support the Defense Threat Reduction Agency (DTRA) Research and Development (RD) Directorate's Chemical Biological Technologies Department (CB), specifically the Medical Division (CBM) Diagnostics Team under the Advisory and Assistance Services (A&AS) contract. This role is ideal for detail-oriented professionals with strong budgeting, PPBE, and acquisition support experience in DoD R&D environments, particularly those familiar with competitive awards, spend plan management, and cross-functional coordination to advance chemical and biological defense diagnostics capabilities. You will provide critical budget tracking, acquisition strategy assistance, and programmatic support to Government Science and Technology Managers (STMs), enabling timely execution of mission-critical projects while adhering to federal and DoD regulations.
Position Description:
The Project Manager will have demonstrated experience assisting with PPBE processes, budget development and execution, spend plan tracking, acquisition/contracting strategies, and stakeholder coordination for R&D portfolios in chemical and biological defense. You will support the CBM Diagnostics Team by managing financial aspects of a multi-year portfolio, facilitating competitive awards, preparing review materials, and ensuring alignment with program goals to counter CBRN threats.
Location & Travel:
This is a full-time position based at DTRA Headquarters in Fort Belvoir, VA, with minimal travel expected.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:
- Assist with developing and tracking budgets and spend plans for a wide-ranging portfolio across multiple fiscal years.
- Assist with tracking project expenditures, supporting the development of funding award documentation, and development/maintenance of program review materials.
- Provide technical and logistical support to the client and be prepared to provide insight for internal taskers.
- Provide assistance with acquisition/contracting strategy for CB projects and programs.
- Assist with planning, coordinating, and executing stakeholder meetings and tracking project deliverables.
- Assist with contributing input for budget execution reviews (internal and OSD/PAIO), monthly JICAP comments, as well as mid-year and end-of-year comments.
- Assist with managing and developing the PPBE (planning, programming, budgeting, and execution) process as well as developing budget/program briefs.
- Assist and coordinate with Government Science and Technology Managers (STMs) in the competitive award process and liaison with Government Financial Analysts and Contracting Officers to make awards in a timely manner while adhering to Federal Acquisition Regulations, DoD Acquisition Directives, and DTRA-specific Acquisition Directives.
- All other duties as assigned.
Security Clearance Requirement: Minimum DoD Secret Security Clearance (active/current).
Required Qualifications:
- Minimum DoD Secret clearance.
- Bachelor of Science plus five to fifteen years of relevant experience, or MS/MBA plus three to ten years of relevant experience.
- Detail-oriented, self-starter with excellent communication and time management skills.
- Excellent communication skills for interface with customers and team members.
- Ability to work with interdisciplinary teams within RD-CB to achieve the goals of the Department, Division, and Team.
- Knowledge of contracting procedures.
- Strong abilities in Excel (including formulas, pivot tables), databases, and PowerPoint.
Desired Qualifications:
- Knowledge of the DoD Chemical and Biological Defense Program (CBDP) and DoD acquisition policies.
- Knowledge of U.S. Food and Drug Administration regulations and processes, including the "Animal Rule."
- DAWIA Level II Certification or equivalent in relevant field.
- PMP Certification.
- Science background is a plus, but acquisition and budgeting experience are more important.
