Cooperative Research and Development Agreement (CRADA) Program Manager - HR Job Description

Position Summary

The CRADA Program Manager is responsible for planning, coordinating, and managing Cooperative Research and Development Agreements between government organizations, industry partners, and academic institutions. This role ensures that collaborations between the DoW and Defense Industrial Base (DIB), where interests and equities are aligned, are structured, compliant, and effective in advancing shared Research, Development, Testing, and Evaluation (RDT&E) objectives. The Program Manager serves as the central point of contact for all stakeholders, guiding agreements from initiation to completion while fostering innovation and technology transfer.


Key Responsibilities

• Program Management – Oversee the full lifecycle of CRADAs, including development, execution, monitoring, and closeout.
• Stakeholder Coordination – Act as the primary liaison among government, industry, and academic partners.
• Compliance & Risk Management – Ensure adherence to laws, regulations, and policies governing CRADAs.
• Strategic Development – Identify opportunities for new CRADAs that align with organizational goals.
• Documentation & Reporting – Maintain accurate records of CRADA activities, deliverables, and outcomes.

Qualifications

• Bachelor’s degree in business, public administration, engineering, science, or related field (Master’s preferred).
• 5–7 years of experience in program management, partnership development, research administration, or related area.
• Familiarity with public-private partnerships, collaborative agreements, or technology transfer preferred.
• Strong program management, organizational, and communication skills.
• Knowledge of agreements, compliance, and intellectual property considerations.
