The Opportunity:
The Incident Management, Analysis, and Reporting System (IMARS) is a system maintained by the Department of the Interior (DOI) to manage law enforcement investigations and reporting. It consolidates data from various DOI law enforcement agencies to improve incident management and reporting capabilities. IMARS aims to enhance the ability to prevent, detect, and investigate criminal activity, as well as to provide information for law enforcement funding requests and expenditures. The system also facilitates coordination with other law enforcement agencies and the Department of Homeland Security.
** Short Term Assignment: Work End Date July 31st, 2026. **
Responsibilities:
A key developer for the Incident Management, Analysis, and Reporting System (IMARS) would play a critical role in enhancing and maintaining the system's capabilities. This involves designing and implementing robust features for data consolidation from various Department of the Interior (DOI) law enforcement agencies, ensuring seamless integration and efficient data management. The developer would focus on improving incident management and reporting functionalities to better prevent, detect, and investigate criminal activities. Additionally, they would work on providing comprehensive analytics and reporting tools to support law enforcement funding requests and expenditures. The developer would also be responsible for facilitating secure and effective coordination with other law enforcement agencies and the Department of Homeland Security, ensuring that IMARS remains a pivotal tool in enhancing national security and law enforcement efficiency.

Qualifications:
Required:
- Security Clearance: Must possess Secret Clearance to be considered for the role.
- 10 years in designing and developing web applications, web services, and APIs.
- 5 years in creating SQL queries.
- 5 years in developing XML interfaces between different systems.
- 3 years in creating XSLT to transform XML formatted data.
- 3 years in using NIEM (National Information Exchange Model) to create interfaces between different systems.
- 3 years in utilizing Microsoft Power Platform.
- Technical Knowledge:
- Solid understanding of enterprise API concepts, standards, protocols, and technologies including:
- Web services - REST, SOAP, WSDL
- XML and related technologies including XSLT, XPath, XSD
- Java/J2EE
- Strong development skills in:
- DotNet
- HTML
- CSS
- JavaScript
- MS SQL Server
- Version Control: Ability to implement version control systems such as SVN and Git.
- Learning Agility: Demonstrated ability to quickly learn new skills and apply them to technology development.
- Additional Experience:
- Experience with developing in SharePoint, MuleSoft, ESRI toolset, and Niche RMS is required.
