Duties

The primary purpose of this position, HOUSING MANAGEMENT SPECIALIST, NH-1173-03, is to develop and execute policies, programs, and procedures for assigned segments of the Major Command (MAJCOM) Headquarters housing program. Program areas may include family housing (FH), general officer quarters (GOQ) or senior officer quarters, unaccompanied officer quarters (UOQ), unaccompanied non-commissioned officer quarters (UNCOQ), unaccompanied enlisted personnel housing (UEPH), Basic Allowance for Housing (BAH), Furnishings Management Operations (FMO), and housing relocation assistance/referral (HRA).

- Develop and implement Command-wide policies, programs, and procedures for assigned segments of MAJCOM and AFIMSC housing program.
- Provide authoritative technical assistance to Command installations and other MAJCOM functions on assigned segments of the housing program.
- Evaluate the effectiveness of the assigned segments of the housing program in meeting legal and regulatory requirements and the needs of the members assigned housing.
- Represent AFIMSC housing program with a wide variety of internal and external officials and conduct Housing Performance Evaluations.

  • PHYSICAL EFFORT: The work is primarily sedentary. There may be some walking, standing, bending, and carrying of light objects. No special physical demands are required.
  • WORKING CONDITIONS: The work involves normal risks or discomforts associated with an office environment. There may be occasional exposure to dusty or dirty conditions while visiting housing facilities undergoing repair, maintenance or renovation.

  • Physical Requirement - selectee is required to meet specific physical standards and medical requirements consistent with being able to perform the essential functions of the overseas position.
Qualifications

Ideal Candidate: Possess all minimally qualified attributes and also demonstrate a higher level of leadership, technical mastery, and program management experience. This includes proven oversight experience with the full portfolio of Air Force programs, encompassing both military family housing (MFH) and unaccompanied housing (UH). Extensive experience conducting program evaluations through staff assistance visits (SAVs) and managing housing inspection processes to ensure safety and habitability is highly desirable. Demonstrated ability to act as a senior technical authority, providing strategic direction and innovative solutions to complex housing challenges affecting major programs. Experience in high-level coordination and collaboration with a variety of installation, major command, and external organizations.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11) level, pay band (NH 2), or equivalent in other pay system. Specialized experience is described as developing and implementing policies, programs, and procedures for a housing program; initiating and monitoring housing surveys; conducting reviews of housing programs and evaluating results; and/or monitoring expenditures to ensure proper allocation of funds.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Federal, DoD, and Air Force laws, regulations, principles, policies and practices of housing programs.
2. Knowledge of appropriated funds programming processes and procedures.
3. Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions to problems.
4. Skill in conducting regular or periodic reviews of subordinate organization housing programs and evaluating results to assess accomplishment of Command or HQ USAF program requirements.
5. Ability to justify budget submissions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. ACTIVE-DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active-duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
