We are seeking an experienced Technical Writer to support documentation, deliverable development, knowledge management, and compliance-focused writing for an enterprise SaaS modernization effort within the Department of Veterans Affairs. This role develops, edits, organizes, and maintains technical, programmatic, training, testing, operations, release, and compliance documentation for a Pega-based solution supporting PPBE, budget, acquisition, reporting, workflow, auditability, and sustainment needs. The Technical Writer works closely with project leadership, architects, engineers, data/integration resources, testers, training teams, release managers, platform administrators, and support teams to produce clear, accurate, traceable, and customer-ready documentation.
DUTIES AND RESPONSIBILITIES:
• Develop, edit, format, and maintain technical, programmatic, operational, training, testing, release, and compliance documentation.
• Support preparation of architecture documents, solution design documentation, interface documentation, data plans, configuration documentation, test documentation, O&M documentation, SOPs, knowledge-base content, and user-facing materials.
• Work with subject matter experts to gather information, validate content, resolve gaps, and translate technical information into clear documentation for Government, technical, and end-user audiences.
• Support development and maintenance of deliverables, reports, plans, manuals, guides, meeting materials, briefings, and repository content.
• Ensure documentation is accurate, consistent, well-organized, traceable to requirements or program needs, and aligned with approved templates and style expectations.
• Support compliance-oriented documentation related to security, privacy, accessibility, configuration management, release management, operations, training, and auditability.
• Assist with documentation for Agile releases, deployment artifacts, change-control packages, release notes, user guidance, and knowledge transfer materials.
• Collaborate with testing teams to support test plans, test execution reports, defect documentation, Section 508 materials, and quality assurance artifacts.
• Collaborate with training and OCM resources to support user guides, quick reference materials, training content, FAQs, communications, and adoption materials.
• Maintain documentation repositories, version control discipline, document metadata, naming conventions, review cycles, and approval tracking.
• Conduct editorial reviews for grammar, clarity, consistency, readability, formatting, acronym usage, and compliance with customer expectations.
• Support continuous improvement of documentation templates, style guides, knowledge management processes, and content reuse.
• Assist with monthly, quarterly, or ad hoc documentation updates as system capabilities, releases, and operational processes evolve.
KNOWLEDGE AND SKILLS REQUIRED:
• 5+ years of progressive experience developing technical documentation, compliance documentation, user documentation, training materials, or federal IT deliverables.
• Experience writing and editing documentation for software development, SaaS implementations, systems modernization, testing, operations, security, or enterprise IT programs.
• Ability to work with technical SMEs and convert complex concepts into clear, concise, organized, and audience-appropriate documentation.
• Experience supporting documentation for architecture, design, data, interfaces, testing, release management, O&M, training, or compliance activities.
• Familiarity with document version control, repository management, review cycles, approval processes, and formal deliverable tracking.
• Strong command of grammar, structure, formatting, plain language, technical style, and federal proposal/program documentation standards.
• Experience using Microsoft Word, PowerPoint, Excel, SharePoint, Teams, Adobe Acrobat, Confluence, Jira, or similar documentation and collaboration tools.
• Strong organizational skills with the ability to manage multiple documents, deadlines, review cycles, and stakeholder inputs.
• Ability to work effectively in a remote, cross-functional, customer-facing environment.
• Strong attention to detail and commitment to documentation quality.
KNOWLEDGE AND SKILLS DESIRED:
• Exposure to Federal, state, health, financial, or other regulated IT delivery environments is beneficial; Department of Veterans Affairs experience is a plus but not required.
• Familiarity with technical, operational, security, accessibility, training, testing, release, or compliance documentation is valued.
• Experience supporting SaaS implementations, workflow modernization, enterprise applications, Pega, low-code/no-code platforms, or business systems documentation is a plus.
• Working knowledge of accessibility, cybersecurity, privacy, auditability, FedRAMP, ATO, or federal compliance documentation is beneficial.
• Relevant technical writing, knowledge management, Agile, ITIL, accessibility, or compliance certifications are preferred, but not required
EDUCATION:
• Bachelor's degree in English, Communications, Technical Writing, Information Systems, Computer Science, Business Administration, or a related discipline, or equivalent experience.
CLEARANCE:
• Must be able to obtain and maintain a Public Trust clearance.
