We are seeking an experienced Training Specialist to support user readiness, stakeholder engagement, communications, training delivery, and adoption for an enterprise SaaS modernization effort within the Department of Veterans Affairs. This role leads training and organizational change management activities for a Pega-based solution supporting PPBE, budget, acquisition, reporting, workflow, and operational processes. The Training Specialist works with Government stakeholders, Product Owners, Scrum Masters, business analysts, technical teams, testers, support teams, and technical writers to develop role-based training, communications, adoption materials, train-the-trainer content, training records, and feedback loops that support successful system adoption and sustained user performance.

DUTIES AND RESPONSIBILITIES:

• Lead training, organizational change management, communications, and stakeholder engagement activities for an enterprise SaaS implementation.

• Develop and maintain training and change management plans, stakeholder engagement strategies, communications approaches, role-based training materials, and adoption support artifacts.

• Design and deliver role-based, tiered training aligned to system functionality, workflows, user roles, Agile release milestones, and operational readiness needs.

• Support virtual instructor-led training, Q&A sessions, train-the-trainer activities, user readiness sessions, and targeted refresher training.

• Develop and maintain training materials, quick reference guides, FAQs, user guidance, eLearning inputs, role-based training matrices, communications products, and feedback materials.

• Coordinate with Product Owners, business analysts, BPM/UX resources, and technical teams to ensure training content accurately reflects configured workflows and role-specific responsibilities.

• Support stakeholder analysis, change impact assessment, communication planning, user segmentation, readiness tracking, and adoption measurement.

• Develop communications products such as stakeholder updates, leadership briefings, newsletters, FAQs, meeting materials, and user-facing announcements.

• Maintain training records, attendance tracking, feedback summaries, lessons learned, and adoption metrics in approved repositories.

• Coordinate with testing and UAT teams to align training and communications with pilot activities, release readiness, defect resolution, and user acceptance outcomes.

• Identify adoption risks, training gaps, stakeholder concerns, and communication needs, and recommend mitigation actions.

• Support continuous improvement of training, communications, and change management materials based on user feedback, system updates, and operational lessons learned.

• Promote user confidence, stakeholder transparency, and sustained adoption of capabilities across the user community.

KNOWLEDGE AND SKILLS REQUIRED:

• 5+ years of progressive experience in training, organizational change management, communications, stakeholder engagement, user adoption, or instructional support for IT systems.

• Experience developing and delivering role-based training, virtual training sessions, train-the-trainer materials, quick reference guides, FAQs, user communications, and adoption support materials.

• Practical understanding of organizational change management, stakeholder analysis, change impact assessment, readiness planning, communications planning, and feedback loops.

• Experience supporting software, SaaS, workflow, enterprise application, or systems modernization deployments.

• Ability to translate system functionality, workflows, and business processes into clear user-facing training and communications materials.

• Experience coordinating with technical teams, business analysts, Product Owners, testers, and support teams to ensure training and communications are accurate and timely.

• Strong facilitation, presentation, written communication, and stakeholder engagement skills.

• Experience using tools such as Microsoft Teams, PowerPoint, Word, Excel, SharePoint, Confluence, LMS platforms, or similar training/collaboration tools.

• Ability to manage multiple training events, content updates, stakeholder groups, and communications deadlines.

• Ability to work effectively in a remote, client-facing delivery environment.

KNOWLEDGE AND SKILLS DESIRED:

• Exposure to Federal, state, health, financial, or other regulated stakeholder environments is beneficial; Department of Veterans Affairs experience is a plus but not required.

• Familiarity with enterprise system adoption, SaaS implementations, workflow modernization, business process change, or user readiness activities is valued.

• Experience supporting financial management, acquisition, budget, reporting, case management, or enterprise workflow systems is a plus.

• Working knowledge of accessible training materials, virtual training delivery, stakeholder communications, office hours, or train-the-trainer models is beneficial.

• Relevant OCM, Prosci, ACMP, instructional design, Agile, training, or communications certifications are preferred, but not required.

EDUCATION:

• Bachelor's degree in Communications, Education, Instructional Design, Organizational Development, Business Administration, Information Systems, or a related discipline, or equivalent experience.

CLEARANCE:

• Must be able to obtain and maintain a Public Trust clearance.
