Duties
Help

  • Performs budget formulation by developing detailed analysis and estimates for annual and multi-year funding requirements, ensuring alignment with organizational objectives, mission priorities, and financial policies.
  • Manages the execution of allocated funds by continuously monitoring obligations, expenditures, and fund distributions to ensure effective utilization of resources.
  • Manages budget and financial data using automated financial management systems and analytical tools. Conducts data-driven studies to assess financial performance, track obligations, and improve budget execution.
  • Provides expert financial advice on budget matters, including funding availability, expenditure limitations, and budgetary adjustments. Collaborates with program managers, functional offices, and senior leadership to develop strategic financial plans that support mission objectives.
  • Develops financial management goals and objectives that integrate with broader organizational priorities.

  • May be subject to recall during other than normal duty hours and may be required to work overtime on an unscheduled or emergency basis.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
  • FINANCIAL DISCLOSURE STATEMENT: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This is a Financial Management Level 2 Certified position IAW the national Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management Section 1599d.
  • Incumbent shall comply with the requirements of this certification program.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-02 (GS-11), or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of federal budgetary methods, principles, laws, regulations, and financial management practices, including budget formulation, justification, execution, and reporting. Ability to develop, analyze, and manage multi-year financial plans that align with the mission, objectives, and operational requirements of the organization.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NH-02 (GS-11) level is required to meet the time-in-grade requirements for the NH-03 (GS-12) level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Comprehensive knowledge of federal budgetary methods, principles, laws, regulations, and financial management practices, including budget formulation, justification, execution, and reporting. Ability to develop, analyze, and manage multi-year financial plans that align with the mission, objectives, and operational requirements of the organization.
  • Comprehensive knowledge and understanding of the mission, roles, functions, and organizational structures of the Air Force/Space Force and financial systems. Ability to interpret and apply DoD and Air Force/Space Force financial management policies, procedures, and regulations to ensure compliance and provide accurate financial guidance to leadership, higher-level officials, and other representatives.
  • Thorough knowledge of various funding types, including revolving funds, annual appropriations, and multi-year appropriations. Ability to assess the characteristics, applications, and limitations of different funding sources and ensure proper financial execution within regulatory constraints.
  • Thorough understanding of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, including its phases, products, and regulatory framework. Ability to apply PPBE principles to support financial decision-making, resource allocation, and budget planning. Familiarity with OMB Circulars, Congressional budget legislation, and DoD financial management regulations to ensure accurate compliance and reporting.
  • Skill in using automated financial management systems, data analysis tools, and forecasting models to evaluate financial performance, track obligations, and optimize resource utilization. Ability to conduct trend analysis, identify spending patterns, and recommend budgetary adjustments based on data-driven insights.
  • Ability to communicate effectively both orally and in writing within and outside the organization to communicate complex financial data and budgetary concepts clearly, concisely, and with technical accuracy. Skills in preparing financial reports, justifications, and policy recommendations for senior leadership. Ability to present financial strategies, defend budgetary decisions, and negotiate funding requirements in meetings and briefings.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
