Job Description

Duties

  • Plans, organizes, and directs the activities of Headquarters and Special Activities Section, ensuring that the Manpower and Organization Division complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Headquarters Air Combat Command, Headquarters and Special Activities Section objectives. Researches, interprets, analyzes and applies Annual Planning and Programming Guidance and AF 38-series directives, instructions, and manuals. Establishes policies and procedures for accomplishment of Annual Planning and Programming Guidance and AF 38-series directives, instructions, and manuals. Plans and schedules work in a manner that promotes a smooth flow and even distribution.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
  • Studies the structure and/or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes and maximize mission accomplishment and resources utilization. Resolves complicated substantive problems affecting major agency programs and requirements, and proposes new organizational structures, realignment of functions, and/or staffing levels to improve efficiency. Develops goals and objectives that integrate the Director of Manpower and Organization's objectives.
  • Represents HQ ACC/A1M with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with AF/A1M staff, HQ ACC staff, ACC/A1, ACC/A1M, Air Force Manpower Analysis Agency, Numbered Air Force staffs, and wing manpower offices.
  • Provides expert guidance to management regarding Manpower Requirements Determination, Validation, and annual/multi-year/long range fiscal requirements planning for complex, diverse organizations. Provides expert guidance and assistance in developing and maintaining mission essential tasks (METs), performance measures and performance standards. Ensures standardization of like METs, performance measures, and performance standards. Acts as focal point for task assurance or assessment of task success, tracking and displaying performance data. Maintains workingknowledge of USAF Continuous Process Improvement (CPI) program.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Must obtain and maintain a Top-Secret security clearance.
  • This is a centrally managed position.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of safety and security regulations, practices, and procedures, ability to plan, organize, and direct the functions and staff of a small to medium sized organization, knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise requirement options for complex, diverse organizations, and skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function, and work procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of and skill in the application of DoD, Joint, and AF management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  • Ability to communicate effectively, both orally and in writing.
  • Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise requirement options for complex, diverse organizations.
  • Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function, and work procedures.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    OTHER CONDITIONS OF EMPLOYMENT:
    • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment in accordance with AFM 44-198, Air Force Civilian Drug Demand Reduction Program.
