Duties

  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • lans, organizes, and oversees the activities of the unit.
  • Performs professional electronics, computer or general engineering and/or computer science work involved in the application of advanced theories, concepts, principles, and processes.
  • Represents the organization with a variety of installation and functional area organizations.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is ability to serve as a Supervisory Engineer and technical authority for a flight dedicated to the Test and Evaluation of critical Department of War systems with the responsibility for leading a diverse team of technical experts in planning, execution, and reporting on a portfolio of projects including C4ISR systems, Battlespace Control, Integrated Base Defense, Radar, Aircrew Flight Equipment, Weather Systems, and Crypto Modernization programs.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Ideal Candidate (statement is placed within the announcement): This individual is an expert in the full Test & Evaluation (T&E) lifecycle, skilled at guiding projects from initial strategy and planning through execution and final reporting. The ideal candidate is a seasoned and dynamic leader with extensive experience as either a formal supervisor or a designated lead of large, multi-disciplinary technical teams. Technically, they are a professional possessing a broad understanding across a portfolio of systems such as C4ISR, Battlespace Control, and Radar, while also having deep, hands-on expertise in at least one of those domains. The ideal candidate is also a dedicated mentor who has a clear passion for developing junior personnel, providing constructive feedback, and motivating a team to achieve mission excellence by connecting their individual contributions to the warfighter mission.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the theories, concepts, principles, practices, standards, methods, techniques, and materials of professional electronics engineering, and knowledge of other engineering disciplines to effectively apply advanced engineering principles and concepts to new applications, experimental theories, and other areas of responsibility.
2. Knowledge of the principles of planning, program management, and standard acquisition regulations, practices, and procedures.
3. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

A. Degree: Have a Bachelor's Degree in professional engineering from a curriculum (1) in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineer curriculum; or (2) include differential and integral calculus and courses (beyond first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

A. Degree: Have a Bachelor's degree in computer science or a Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.Evaluation of Education:Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
