Job Description

Duties

  • Plans, organizes, and oversees the activities of the Manpower Division. Responsible for the manpower for the Headquarters Air Force (HAF/A3). Responsible for working collaboratively with the SAF/AA, MAJCOMS, Space Force, A1M, AF/RE, Reserves Detachments, HAF/2Ltr to ensure all HAF portfolio resources are integrated and provides the ability for the Manpower Division to determine and validate HAF/A3 requirements.
  • Directs and/or leads broad studies involving major manpower programs and policies that affect all HAF/A3 missions. Studies concern such areas as actions related to managing the HAF/A3 directed initiatives, directing competitive sourcing and privatization initiatives.
  • Manpower advisor to the Resources Chief on matters pertaining to law, policies, manpower resource strategy and execution within the HAF/A3 portfolio. Provides the Resources Chief with expert advice for making decisions regarding manpower assessments and execution to ensure all decisions and actions are in strict compliance with OPM, DoD, USAF guidelines, regulations, federal laws, and SAF/AAR processes.
  • Maintains a continuous liaison with other HAF Resources teams and other service headquarters counterparts, and DOD offices to integrate Air Force PPBE support actions. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall defense level planning in areas of assignment.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Air Force manpower and operations experience is highly desirable.
  • The employee may occasionally be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • It is desired that the incumbent obtains knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to assigned HAF/A3 programs within 24 months.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 , or equivalent in other pay systems. Examples of specialized experience include: applying advanced management and organizational principles and practices as they relate to the HAF Enterprise; applying comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; applying planning, acquisition, and management processes to provide PPBS guidelines and advisory services; applying planning, programming, and budgeting process (PPBS); evaluating the effectiveness of planning actions as related to actual events program goals and objectives; comparing cost benefits, cost projections, budgetary trade-offs, and programmatic factors; produce fully justified options to higher levels of management for use in defending resource decisions; plan, organize, develop studies or projects; negotiate effectively with management to accept and implement recommendations involving substantial organizational resources, require extensive changes, or conflict with previous programming actions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the Planning, Programming, and Budgeting Execution (PPBE) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), and Resources Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing manpower forecasts, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.

2. Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

3. Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the manpower and PPBS processes support them.

4. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Enterprise plans and programs.

5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date.   • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
