Senior Security Specialist / Program Manager (SSS/PM)
The Federal Bureau of Investigation (FBI), Operational Technology Division (OTD)
The FBI’s Operational Technology Division (OTD) requires security management and support services to protect personnel, facilities, and sensitive information across multiple locations in Virginia. This effort includes access control, personnel security processing, and visitor management. The Senior Security Specialist / Program Manager (SSS/PM) leads all contract operations, ensuring effective execution, compliance, and coordination with FBI stakeholders. The Contractor shall provide a fully integrated security operations capability, ensuring continuous coverage, compliance with all security protocols, and seamless coordination with FBI stakeholders. The Senior Security Specialist / Program Manager (SSS/PM) serves as the central authority for contract execution, ensuring all personnel, processes, and deliverables are aligned with mission requirements and performance standards.
The Senior Security Specialist / Program Manager (SSS/PM) is designated as Key Personnel and shall provide overall leadership, management, and operational control for all contract activities. This position is essential to mission success and shall not be substituted without prior Government approval.
Place of performance: Shall maintain a primary on-site presence at Quantico, VA (or as directed), with routine travel to nearby FBI locations, including Stafford, Fredericksburg, and Newington, to ensure effective operational oversight, workforce alignment, and compliance with all security procedures.
Schedule Hours: Monday through Friday, normal business hours (excluding Federal holidays). Some flexibility and on-call support may be required based on mission needs.
Requirements:
• Active Top Secret clearance with SCI eligibility (SCI preferred)
• Bachelor’s degree or 5+ years of relevant security experience
• Experience managing teams or operations
• Comfortable working in secure environments and following strict protocols
• Strong communication and organizational skills
• Proficiency with Microsoft Office (Excel, Word, PowerPoint)
Duties and Responsibilities will include, but are not limited to the following:
• Provide overall leadership and management of all contract operations across multiple FBI locations
• Serve as the primary point of contact with the Government for all contract-related matters
• Manage staffing, schedules, and coverage to ensure continuous access control operations
• Supervise and support Security Specialists and Access Control Specialists
• Ensure compliance with all FBI security policies, procedures, and clearance requirements
• Coordinate daily operations with FBI personnel, stakeholders, and security offices
• Oversee visitor processing, access control, and personnel security activities
• Deliver briefings, updates, and required operational reports
• Ensure personnel are trained, prepared, and performing in accordance with requirements
• Provide support in subordinate roles as needed to maintain operations
• Identify and resolve operational issues and staffing gaps in a timely manner
• Maintain continuity of operations and respond to emergencies or changing mission needs
