Description
The Messaging Systems Engineer - SME leads enterprise messaging operations supporting SEC ISS mission delivery, with accountability for service reliability, security, and user experience across the SEC environment. This role manages the messaging support team, directs workload and project execution, and serves as senior escalation authority for complex messaging issues. The position designs and evolves messaging architecture and implements enhancements to improve performance, resilience, and compliance. The role drives disciplined operational execution through coordination with adjacent infrastructure and support teams.
PRIMARY RESPONSIBILITIES
Messaging Service Leadership and Operations
- Lead and manage the messaging support team, including staffing alignment, workload planning, and daily operational oversight.
- Oversee end-to-end messaging services to ensure stable, secure, and high-availability operations for SEC users.
- Assign projects and operational tasks, track execution, and oversee timely completion of administrative and support activities.
- Coordinate with service desk, enterprise operations, and infrastructure teams to maintain consistent ticket handling and escalation flow.
- May require participation in on-call or surge support activities depending on operational needs.
Messaging Architecture and Engineering
- Design enterprise messaging architecture and implement approved enhancements that improve scalability, resilience, and maintainability.
- Lead lifecycle planning for messaging platforms, including configuration standards, upgrade strategy, and service optimization.
- Define and maintain technical standards for messaging administration and support.
- Identify opportunities for process improvement that reduce operational risk and improve delivery consistency.
Incident Resolution and Service Performance
- Act as senior technical escalation point for high-impact and complex messaging incidents.
- Guide root cause analysis and corrective actions for recurring messaging issues across production and preproduction contexts.
- Monitor messaging service health and performance trends using approved enterprise monitoring and administration tools.
- Drive continuous service improvement through proactive problem management and operational review.
Security, Compliance, and Governance
- Ensure messaging services are configured and operated in accordance with federal security, privacy, and SEC policy requirements.
- Support documentation and evidence activities required for operational and compliance reviews.
- Enforce disciplined change and configuration management for messaging systems and related integrations.
- Provide clear status reporting, risk communication, and technical recommendations to SEC stakeholders and contract leadership.
REQUIRED QUALIFICATIONS:
- This position is restricted to U.S. citizens only. Applicants must not hold dual citizenship with any other country to be eligible for work under this contract
- The ability to obtain and maintain SEC Public Trust (or higher if required ).
- Bachelors Degree and at least 8 to 12 years of experience supporting enterprise messaging services. Additional years of experience may be considered years in lieu of degree.
- Demonstrated experience designing messaging architecture, implementing enhancements, and assisting with troubleshooting complex messaging issues.
- Enterprise messaging services administration and support.
- Messaging architecture design and enhancement implementation.
- Technical team leadership, workload planning, and project assignment/oversight.
- Advanced troubleshooting and escalation support for complex messaging incidents.
PREFERRED QUALIFICATIONS
- Experience supporting large federal IT service environments with strict security and compliance obligations.
- Hands-on experience administering Exchange Online and related messaging services in Microsoft 365 GCC/G5 environments.
- Experience implementing messaging service automation and operational scripting to improve consistency and response times.
- Strong background in SLA-driven service management, monitoring, trend analysis, and continuous improvement planning.
- Experience developing or maintaining SOPs/runbooks and integrating messaging operations with collaboration, identity, endpoint, and enterprise operations teams.
- Microsoft 365 Certified: Enterprise Administrator Expert
- ITIL 4 Foundation
- Microsoft Certified: Cybersecurity Architect Expert
