Job Description

The General and Operations Manager serves as Key Personnel on the Administrative Services contract supporting the Naval Air Warfare Center Weapons Division (NAWCWD) Corporate Business and Analysis Group (CBA). This is a senior-level, part-time management position responsible for overseeing all contractor task orders, personnel, and training activities performed under the contract.

This position operates strictly within a non-personal services framework per FAR 37.104. The General and Operations Manager directs contractor employees and manages day-to-day operations independently of Government supervision. The incumbent ensures all work is performed in accordance with contractor-developed processes and documented procedures, guards against any appearance of personal services, and serves as the primary interface between the contractor organization and the Government's Contracting Officer's Representative (COR).

*This position part-time and is contingent upon contract award.*

Responsibilities

Contract & Task Order Management

  • Oversee all contractor task orders issued under the Administrative Services contract, ensuring timely and quality delivery of all deliverables.
  • Designate a Project Manager or Contractor Lead for each Task Order who will serve as the primary point of contact for receiving and managing work requirements from the Government.
  • Participate in the Government's Work Acceptance Process (WAP) at the Task Order level to ensure all work assignments are properly initiated, tracked, and accepted.
  • Review incoming work requests, assign work to contractor personnel, establish priorities, and manage task completion.
  • Ensure contractor personnel do not receive task assignments directly from Government personnel except for minor clarifications needed to complete assigned work.


Personnel Management

  • Supervise, direct, and evaluate all contractor personnel performing work under the contract; Government personnel shall not perform these functions.
  • Provide qualified personnel capable of assuming duties at contract award; coordinate and fund all contractor-side training.
  • Coordinate Government-required training (e.g., OPSEC, CUI handling, Records Management) through the contractor's supervisory chain in coordination with the COR.
  • Ensure all personnel maintain required security clearances and accesses commensurate with their position requirements (minimum Secret for most roles; minimum favorable Tier 1 (T1) investigation for all personnel with unclassified system access).
  • Guard against any actions that are personal services in nature or that give the perception of personal services, consistent with FAR 37.104 and paragraph 1.5 of the SOW.


Reporting & Documentation

  • Oversee preparation and submission of the Monthly Progress and Financial Status Report (CDRL A001), including work accomplished, monthly and cumulative man-hour labor costs by labor category, and travel costs.
  • Oversee development and delivery of the Transition Out Strategy Report (Phase-Out Plan, CDRL A002), including employee information, clearance data, certifications, and a plan of action with milestones.
  • Oversee the Travel Report process (CDRL A003), ensuring all travel requests are submitted to the COR at least five (5) working days in advance with required traveler details and cost estimates.


Operations & Schedule Management

  • Ensure adequate staffing coverage during normal working hours (Mon-Thu and non-flex Fridays, 0700-1700) in alignment with the NAWCWD 4/5/9 compressed work schedule.
  • Make decisions regarding alternate worksite and telework arrangements, ensuring continued contract performance and compliance with applicable cost accounting standards; Government will not fund telework infrastructure.
  • Coordinate contractor response during installation closures (holidays, severe weather, security events) in accordance with company policy and Contracting Officer direction.
  • Ensure all subcontractors and consultants are clearly briefed on, and comply with, all provisions of the SOW.


Security Oversight

  • Ensure contractor personnel comply with all personnel and information security requirements including NISPOM (32 CFR Part 117), SECNAVINST 5510.36B, DoDI 5200.48 (CUI), and the DD Form 254.
  • Oversee contractor OPSEC program development, implementation, and annual review in accordance with DoD and DON requirements; ensure subcontractor compliance.
  • Ensure CUI is properly marked, safeguarded, and transmitted only through approved encrypted channels; contractor personnel shall not store or transmit CUI on personal IT systems or via personal email.
  • Ensure personnel are authorized and trained to open/close secure spaces and perform security checks in accordance with NAWCWDINST 5500.1A when required.


Transition Management

  • Develop and execute a Transition Out Plan that maintains mission continuity with minimal impact, ensuring effective transfer of tasks, knowledge, and data to successor contractor or Government personnel.
  • Conduct weekly status meetings with incoming contractor or Government personnel during the transition period.
  • Ensure quality review processes continue throughout the transition period and that risk mitigation strategies are in place for quality and schedule risks.
  • Performs other related duties as assigned.


Qualifications

Education

  • Master of Arts or Master of Science degree from an accredited institution required.
  • Bachelor's degree plus four (4) years of additional directly relevant work experience may substitute for the Master's degree requirement.


Experience

  • More than ten (10) years of full-time, progressively responsible experience in operations management, program management, or a closely related field.
  • Demonstrated experience managing contractor personnel in a Government contracting environment, particularly under non-personal services requirements.
  • Experience with DoD or Navy contracting environments, including familiarity with FAR 37.104 (non-personal services) and FAR 7.5 (inherently governmental functions).
  • Experience managing task orders and participating in Government Work Acceptance Processes.
  • Experience preparing and submitting Contract Data Requirements List (CDRL) deliverables.


Security Clearance

  • Active Secret clearance required at time of hire and must be maintained for the duration of contract performance.


Skills & Competencies

  • Proficiency in Microsoft Office Professional Plus 2016 or greater (Word, Excel, PowerPoint, Outlook), Microsoft 365, Microsoft Teams, and Microsoft Project 2016 or greater.
  • Familiarity with SharePoint Online within the M365 environment.
  • Strong problem-solving and decision-making skills within contractor authority boundaries (non-inherently governmental).
  • Excellent written and verbal communication skills; ability to communicate work requirements, priorities, and administrative procedures with Government COR and contractor staff.
  • Ability to coordinate and oversee travel in compliance with Joint Travel Regulations (JTR).
  • Understanding of DoD security requirements including CUI handling, OPSEC, and records management.


Preferred

  • Preferred degree majors: Business, Organizational Development, Project Management, Human Resources, or Administrative Justice.
