Nationwide IT Services is seeking a full-time Management Analyst II (Budget) to provide mid-level analytical and programmatic support for the Department of Health and Human Services (HHS), Office of Civil Rights (OCR). The candidate will provide data-driven insights, help monitor budget performance, and ensure compliance with federal financial regulations and policies. The analyst applies established methodologies while contributing to process improvements and leadership decision-making in support of OCR’s mission.
The Office for Civil Rights (OCR), a staff division at the HHS Office of the Secretary, ensures
that individuals receiving services from HHS-funded programs are not subject to unlawful
discrimination. OCR carries out the HHS mission of improving the health and well-being of all Americans and providing essential human services through promoting health equity while protecting the right of individuals to access their health information and the privacy and security of this information. OCR helps empower people’s health care decision-making and helps ensure the integrity of the health care system, both of which promote better health outcomes for the Nation.
Duties and Responsibilities:
Minimum educational experience is a bachelor’s degree in business administration, finance, accounting, economics, or a related field with 3–5 years of experience in budget analysis, financial management, or program analysis.

Duties and Responsibilities:
- Support budget formulation activities, including preparation of budget estimates, justifications, and spend plans.
- Monitor budget execution to ensure alignment with OCR priorities and funding constraints.
- Conduct financial analysis, forecasting, and variance reporting to identify trends, risks, and opportunities.
- Develop and maintain financial models, dashboards, and reports for leadership visibility.
- Ensure compliance with federal financial regulations, HHS policies, and internal controls.
- Coordinate with program managers, finance teams, and stakeholders to gather and validate budget requirements.
- Analyze resource utilization and recommend cost-saving or efficiency measures.
- Prepare briefings, reports, and budget documentation for senior leadership review.
- Support audits, financial reviews, and data calls, including responses to OMB and congressional inquiries.
- Contribute to continuous process improvement initiatives related to budget and financial management.
Minimum educational experience is a bachelor’s degree in business administration, finance, accounting, economics, or a related field with 3–5 years of experience in budget analysis, financial management, or program analysis.
- Ability to obtain and retain a Public Trust clearance.
- Ability to work well with a team in a high-visibility, fast paced environment.
- Flexibility in balancing competing and new priorities with strong analytic, communication and writing skills.
- Proficiency in Microsoft Excel (e.g., pivot tables, formulas, data analysis) and financial systems.
- Knowledge of federal budgeting principles, financial forecasting, and reporting.
- Ability to communicate complex financial information clearly to non-financial stakeholders.
- Strong organizational and time management skills.
