Position Overview:
Kadiak seeks a highly organized, motivated, and technically proficient Senior Knowledge Management & SharePoint Engineer to serve as the lead administrator and engineer for enterprise collaboration and knowledge management platforms-including JIRA, Confluence, and SharePoint-within a DISA/DoD environment. This role serves as the central point of contact for knowledge management and data oversight within the directorate.
The position combines the responsibilities of a Knowledge Manager, Business Analyst, Platform Engineer, and Dashboard Developer. The successful candidate will architect, configure, secure, and optimize platforms to ensure data integrity, accessibility, and operational effectiveness-while also developing custom SharePoint solutions, building executive-level dashboards, and actively translating leadership information needs into actionable data tools. The role requires strong analytical capability, hands-on technical depth, and the ability to communicate complex findings to both technical staff and senior leadership.

Essential Functions & Responsibilities:
Platform Administration & Engineering
- Administer, configure, and optimize JIRA, Confluence, and SharePoint (Classic On-Premises) environments, including workflow design, automation, permission models, and site architecture.
- Design, build, and maintain custom SharePoint sites, project tracking solutions, and collaborative workspaces; develop and deploy custom web parts and interactive features using JavaScript, jQuery, HTML, and CSS.
- Administer Site Collections including permissions management, content types, lists, libraries, and metadata structures.
- Troubleshoot SharePoint issues related to hardware, software, and web technologies; perform or support version migrations and site upgrades as needed.
- Configure JIRA projects, workflows, issue types, screens, permissions, and notification schemes; manage Confluence spaces, pages, permissions, and macros.
Governance, Security & Compliance
- Enforce data governance, access controls, and cybersecurity requirements in alignment with DoD policies, including DoD 8570/8140 (IAT Level II).
- Ensure data integrity, system security, and proper lifecycle management across all managed platforms.
Knowledge Management & Content Strategy
- Develop and maintain structured knowledge repositories, collaboration frameworks, and documentation standards.
- Curate and manage content across platforms to promote information sharing, user engagement, and organizational learning.
Data Analysis, Reporting & Visualization
- Conceptualize, design, and build custom project tracking dashboards that surface real-time data for leadership consumption.
- Develop and deliver executive-level reports and dashboards using Power BI and other available platform capabilities.
- Query and manipulate data using SQL and relational database structures; analyze datasets to identify trends and provide actionable insights.
- Actively engage with leadership and stakeholders to identify information gaps, evaluate data needs, and deliver solutions that answer those questions; present proof-of-concept solutions and explain technical approaches in plain language.
Process Optimization & Integration
- Identify and implement automation, system integrations, and workflow improvements to enhance efficiency and drive platform adoption.
- Apply project management principles to plan, track, and report on tool development efforts; support the Program Management Office (PMO) with data-driven tracking and milestone visibility.
User Support, Training & Collaboration
- Provide Tier 2/3 technical support across all managed platforms.
- Develop user training materials, quick-reference guides, and how-to documentation; conduct hands-on training sessions for end users, new team members, and stakeholders.
- Promote user self-sufficiency to reduce repeat support requests.
- Collaborate with cross-functional teams and communicate insights effectively to both technical staff and senior leadership; brief senior leaders and government clients on dashboard capabilities and tool enhancements.
- Active Top-Secret (TS) clearance with the ability to obtain SCI or higher.
Required Qualifications:
Education
- BS/BA in Computer Science, Information Systems, Engineering, Business, Program Management, or related discipline (equivalent experience may be substituted).
Certifications (All Required)
- CompTIA Security+ CE - DoD 8570/8140 IAT Level II compliant
- Microsoft Office Specialist: Associate
- Microsoft Office Specialist: Expert (Office 2019)

Technical Skills
- SharePoint Classic (On-Premises): Site Collection Administration, web part development, and custom solution deployment.
- JavaScript and jQuery: ability to write, evaluate, debug, and extend code that pulls and manipulates data from SharePoint via REST API.
- HTML and CSS: proficiency in writing and editing front-end code for SharePoint pages and custom dashboards.
- SQL: working knowledge of database structure, query writing, and data retrieval.
- Power BI or equivalent: working knowledge of report creation, data connections, and dashboard publishing.
- Microsoft 365: proficiency across Excel (pivot tables and data analysis), Access, PowerPoint, Word, and Outlook.
Experience
- Minimum 5 years of hands-on SharePoint development and administration experience.
- Minimum 3 years of experience with JIRA and Confluence in an administrative capacity.
- Demonstrated experience designing and delivering custom dashboards and project tracking tools.
- Strong understanding of knowledge management principles, data governance, and collaboration frameworks.
- Experience supporting executive-level reporting, dashboards, and briefings.
- Experience working in federal government or DoD contracting environments.
- Demonstrated ability to work independently with minimal supervision in a fast-paced environment.
Preferred Qualifications
- MS/MA in Computer Science, Information Systems, Engineering, Business, Program Management, or related discipline.
- Project Management Professional (PMP) Certification.
- Microsoft Office Specialist: Expert (Microsoft 365 Apps).
- Microsoft Certified: Power BI Data Analyst Associate.
- Atlassian Certified Expert.
- Confluence Administration for Cloud certification.
- Experience with SharePoint version migrations (e.g., 2010→2013, 2013→2019).
- Familiarity with SharePoint Designer, REST APIs, and CAML queries.
- Experience with Microsoft Power Automate or Power Apps.
- Experience presenting to SES-level or flag-rank government leadership.
- Prior experience conducting formal tool training programs or speaking at user groups/conferences.
