Epsilon Systems is seeking a full time Pumping and Cleaning Estimator II (SRS) located in Portsmouth, VA.
Summary: Responsible for material and/or labor cost analysis and estimations for proposal efforts for Shipyard Tank Cleaning, Bilge Maintenance and other pumping/cleaning activities within the Hampton Roads area and other areas INCONUS/OCONUS. Interacts with vendors and subcontractor personnel to collect data for proposals. Reviews manufacturing parts lists for accuracy and inputs data. May prepare final cost reports for domestic and international government proposals. Interfaces with government auditors in support of pre-award and post-award proposal price audits.

Duties and Responsibilities:
- Reviews engineering plans, blueprints, and product specifications to determine material requirements in support of repair, fabrication, and/or pumping/cleaning projects.
- Estimates the labor requirements by trade, based on technical drawings and work specifications in support of pumping/cleaning projects.
- Considers all specified references including applicable NAVSEA Standard Items in the formulation of estimates.
- Responsible for material and/or labor cost analyses and estimations for proposal efforts.
- Performs a wide variety of complex planning activities required to attain awarded projects and to meet production objectives.
- Works with Trade Foreman and other personnel to formulate estimates.
- Estimates or determines material and Other Direct Costs (ODC) via vendors and subcontractors.
- Prepares cost statements and other necessary documentation for the submittal of the quote.
- Reviews material and labor requirements to decide whether it is more cost-effective to produce or purchase components.
- Factors in QA and Project Management requirements in the labor estimates.
- Provides estimates in the format required by the contracts manager.
- Builds bills of material (BOM).
- Receives and controls government drawings.
- Generates Estimation Proposals and Subcontractor Requirements for Hampton Roads Shipyard Prime(s) in their formatting for submission to Programs and Contracts
- Will be required to attend Government scopings and justify manhours, labor costs, material costs, subcontractor costs, travel costs and other direct costs and assist in the negotiations in real time either in person with the customer, Government representative or internally with Program Teams
- Must be able to provide pricing/estimate/RCC turnaround within 24 to 48-hours of receipt from Government or Prime Contractor Customers
- Must maintain files and competitive quotes for both material and subcontractors on each bid proposed
- Works in tandem with Finance to ensure correct rates are being utilized prior to bid review with Programs and final submission to each customer
- Must be willing to establish good rapport with local temporary services companies along with establishing manpower and rates in the Hampton Roads area to provide pricing with the ebb and flow of each request and opportunity Program Management want to pursue
Requirements:
- Two (2) years of estimating experience.
- High school diploma or equivalent
- Must be able to access and navigate through US Navy and Military Sealift Command ships, to perform shipchecks to get a complete understanding of the scope of work.
- Must be familiar with NAVSEA Standard Items.
- Must have working knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models to extract material requirements.
- Must have a working knowledge of the trades used in the ship repair industry.
- SECRET level security clearance
- Pursuant to the various government contractual requirements, all applicants must be U.S. Citizens
- Must be proficient in Microsoft Excel, Microsoft Word, Microsoft Outlook and Adobe PDF programs
- Must be able to speak, write and understand the English language
- Must have an average typing speed of 50-60 WPM (words per minute) with a minimum of 80% accuracy
Preferred Qualifications:
- Bachelor's degree in business administration or similar field.
- Graduate of an accredited shipyard apprenticeship program
- Familiarity with US Navy ships/terminology
ADA Notations:
- Frequent sitting, standing, handling, feeling with hands, reaching with arms.
- Regular communication (hearing/speaking).
- Minimal travel to local Government and Customer installations in the Hampton Roads area
