Position Summary
MILVETS Systems Technology, Inc. is seeking an experienced Contractor Quality Control (CQC) System Manager to support the Electronic Health Record Modernization (EHRM) Infrastructure Upgrades project at the Brooklyn VA Medical Center.
The CQC System Manager serves as the primary individual responsible for implementing, administering, documenting, and enforcing the project's Contractor Quality Control (CQC) Program. This position requires a strong field presence, extensive federal construction quality control experience, and full authority to inspect work, reject nonconforming materials or workmanship, require corrective action, and stop work when contract requirements are not met.
The project includes electrical infrastructure, telecommunications, data centers, fiber optic and Cat6A cabling, security systems, underground utilities, site restoration, testing, commissioning, and closeout within an active VA healthcare environment.

Primary Responsibilities
The CQC System Manager will:
- Implement and administer the approved Contractor Quality Control Plan.
- Manage all project quality control documentation and maintain the CQC Binder.
- Conduct and document Preparatory, Initial, and Follow-Up inspections.
- Maintain the Definable Features of Work (DFOW) Matrix.
- Verify compliance with contract drawings, specifications, approved submittals, applicable codes, and manufacturer requirements.
- Coordinate inspections, testing, and quality activities with subcontractors, vendors, testing agencies, special inspectors, and VA representatives.
- Review material submittals before installation.
- Maintain deficiency logs, corrective action reports, testing records, inspection reports, daily QC reports, and photographic documentation.
- Verify corrective actions prior to concealment of work.
- Support commissioning, testing, as-built documentation, and project closeout.
- Coordinate Government inspections and acceptance activities.
Authority
The CQC System Manager has authority to:
- Inspect all work for contract compliance.
- Reject nonconforming materials and workmanship.
- Document deficiencies.
- Require corrective action.
- Verify corrective action completion.
- Stop work when quality requirements are not met.
- Prevent work from being concealed before inspection.
- Confirm readiness for Government inspection.
Required Qualifications
Applicants must possess:
- Degree in Construction Management or related field with at least five years of relevant construction experience.
- Current Construction Quality Management (CQM) for Contractors certification or ability to obtain it within the required timeframe.
- OSHA 30-Hour Construction Safety Outreach certification (within the past five years).
- Experience managing quality control on federal, VA, healthcare, occupied-facility, electrical, telecommunications, infrastructure, or similar projects.
- Demonstrated experience implementing the three-phase quality control process.
- Experience preparing and maintaining all required federal QC documentation.
- Ability to interpret plans, specifications, RFIs, submittals, manufacturer requirements, and project schedules.
- Strong communication, organization, documentation, and leadership skills.
Preferred Qualifications
Preference will be given to candidates with:
- VA Medical Center project experience.
- VA EHRM infrastructure experience.
- Hospital or occupied healthcare construction experience.
- Experience with Division 26, 27, 28, 31, and 32 work.
- Knowledge of TIA, BICSI, NEC, NFPA, OSHA, EM 385-1-1, and VA construction standards.
- Experience using Microsoft Office, Bluebeam, SharePoint, Procore, and PDF documentation software.
