Job Description
The Senior Financial Management Support role conducts research and provides inputs to customer program financial management, including budget formulation and management across all phases of the Planning, Programming, Budgeting, and Execution process. Responsibilities include budget and financial analysis; obligation and expenditure forecasting; funds management, funds status, and funds control techniques or systems; and work involving accounting and finance systems or procedures.
Duties and Responsibilities:
• Conduct financial analysis and develop narrative justification as needed for quick-turn budget exercises.
• Support funds management efforts, including research and development, procurement, operations and support funding, ULOs, baselining, audit, and closeout activities.
• Perform contract and financial transaction reconciliation and closeout, and assist other financial management personnel with reconciliation and closeout support. This requires navigating, interpreting, analyzing, and manipulating data across multiple accounting systems and databases, including ABSS, CCaRS, CRIS, DTS, and FMSuite.
• Assist financial analysts with verifying the accuracy of data input into various financial and payment systems.
• Support reconciliation of Defense Finance and Accounting Service data to CCaRS (or other government financial systems) to maintain accurate accounting data for analysis.
• Research and assist with developing funds reconciliation based on data from government systems such as ABSS, CCaRS, CRIS, DTS, and FMSuite.
• Identify and collect additional financial and contract information from local government finance offices, program offices, and contractor offices as needed.
• Use developed software tools to support analysis of databases and reconciliation of obligations versus expenditures.
• Analyze commitments, obligations, and expenditures on financial documents and contracts, and resolve discrepancies.
• Reconcile accounting data, prepare accounting status reports, support program reviews, and disposition unliquidated obligations.
• Maintain and update a ULO burn-down plan; collect data, resolve issues, and complete tasks for Tri-Annual Review certification; research funding overruns or upward adjustment requests.
• Provide program information, conduct analyses, prepare and present program briefings, document decisions, communicate effectively with all levels of management, and participate in program actions as required.
Minimum Requirements:
• MS/MA or higher in business administration, management, accounting, finance, economics, or an MBA. In lieu of a graduate degree, a BS/BA with fifteen (15) years of relevant experience with the DoD, another government agency, or a DoD contractor is acceptable.
• Ten (10) years of relevant work experience with the DoD, another government agency, or a DoD contractor.
