Point Solutions Group, a ClearanceJobs company, is providing resource management support to HQ STARCOM S5/8/9.
Primary Duty Responsibilities
• Provide recommendations to HQ STARCOM HQ Planning, Programming, Budgeting and Execution (PPBE) processes including: Program Objective Memorandum (POM) exercises, Execution Plan, Spend Plan and Unfunded Requirements (UFRs) for all Space appropriations (3410, 3620, & 3022) DAF Squadron Innovation Funding (SIF), and DAF Commanders Response Funding (CRF).
• Provide inputs for the POM for both black and white world systems using Space appropriations, as well as supporting AF appropriations of fellow DAF commands. Ensure products are IAW Annual Planning and Programming Guidance (APPG). Brief senior leadership and decision makers through corporate processes. Deliverable C005: POM Inputs and RAPIDS Charts.
• Develop and update a comprehensive briefing on a recommended STARCOM HQ POM position for both black and white world systems using Space appropriations weekly during the POM cycle. Ensure products are IAW APPG and both STARCOM and USSF priorities and goals.
• Provide operational impacts and recommendations to proposed budget adjustments by Congress, HQ USSF and HAF including impacts to STARCOM objectives for both black and white world systems using Space appropriations, as well as potential AF fee for service customers. Use analysis of OSD Program Budget Decisions (PBD) and Program Decision Memoranda (PDM), Congressional marks, and any other resource actions that affect STARCOM capabilities. Meet deadlines identified by OSD, USSF or STARCOM.
• Provide draft budget estimates for Execution Plans, Spend Plans, and UFR submissions for both black and white world systems using Space appropriations. Inclusive of continuous Budget Reviews, UFR generation, continuing resolution, initial distribution, end-of-year closeout, Congressional Staffer briefs, Procurement Documents/Requirements Documents (P-Doc/R-Doc), and other ad-hoc and scheduled financial drills. Provide UFR submissions quarterly in the format as prescribed by the STARCOM S8. Provide products within PWS-specified timelines. Deliverable C006: Execution/Spend Plans.
• Provide yearly financial execution support enabling STARCOM awareness of financial position and ability to execute budgetary actions based on technical feasibility as well as financial and program performance for both black and white world systems, as well as potential AF fee for service customers IAW Financial Improvement Audit Readiness (FIAR) protocols and standards.
• Analyze directorate fiscal positions driven by financial processes and customer requirement changes and provide recommendations to maximize resources to the highest priorities IAW STARCOM governance for both black and white world systems, as well as potential AF fee for service customers. Provide recommendations using sound financial management best practices, resolve issues, and ensure timely identification.
Relevant Experience
• Deep experience in initiating and/or developing Government specified content for USSF programs.
• Experience in providing strategic advice, technical guidance, analysis and recommendations for mission and program challenges.
• Ability to utilize Automated Budget Interactive Data Environment System (ABIDES), Financial Management Suite (FM Suite), Commander's Resource Integrated System (CRIS), Defense Enterprise Accounting and Management (DEAMS) software, Program and Budget Execution System (PBES), Comprehensive Cost and Requirement (CCaR) system, and/or other financial accounting systems/tools.
