Job Description

Technical Program Manager
Primary Responsibilities
Program Execution and Delivery
• Lead day-to-day program-management activities supporting HNJJ and STITCHES.
• Maintain an integrated understanding of program scope, schedules, milestones, dependencies, risks, and deliverables.
• Coordinate execution across software-development, systems, integration, test, operations, and customer workstreams.
• Translate technical objectives and customer priorities into clear actions, owners, timelines, and measurable outcomes.
• Track program commitments and ensure deliverables are completed on schedule and meet established requirements.
• Identify schedule, staffing, technical, financial, and contractual issues before they materially affect delivery.
• Develop and manage corrective-action or recovery plans when milestones or deliverables are at risk.
• Maintain action, risk, issue, dependency, and decision logs and drive open items through closure.
• Support planning and execution of technical demonstrations, integration events, testing activities, releases, and customer reviews.
• Ensure decisions and changes are documented and reflected in program schedules and delivery plans.
Software and Systems Integration Coordination
• Work closely with software developers, systems engineers, technical leads, integrators, testers, and customer representatives.
• Understand software-development and systems-integration lifecycles sufficiently to identify dependencies, constraints, and delivery risks.
• Coordinate activities involving software components, system interfaces, data flows, integration points, testing, deployment, and sustainment.
• Support requirements definition, refinement, traceability, and validation.
• Facilitate technical discussions and ensure that decisions, assumptions, and tradeoffs are clearly captured.
• Help align software-development schedules with systems-integration, test, release, and customer-acceptance activities.
• Track technical interdependencies across internal teams, external partners, government organizations, and supporting systems.
• Partner with technical leads to define acceptance criteria, readiness measures, and program-level success indicators.
• Ensure technical work is represented accurately in executive and customer-facing program reporting.
PMO Structure and Governance
• Maintain practical and repeatable program-management processes appropriate for an established technical program.
• Develop and maintain program schedules, work-breakdown structures, status reports, dashboards, and performance metrics.
• Establish a consistent operating rhythm for internal team coordination, technical reviews, and customer engagement.
• Standardize program documentation while avoiding unnecessary administrative burden.
• Support configuration management, change control, requirements tracking, and document management.
• Maintain accurate records of program decisions, risks, milestones, deliverables, and customer commitments.
• Prepare materials for program reviews, technical interchange meetings, milestone reviews, and executive briefings.
• Provide leadership with accurate and timely visibility into program health, resource needs, and emerging risks.
Customer and Stakeholder Management
• Serve as a key program interface among NALEJ leadership, government customers, technical teams, subcontractors, and mission partners.
• Build trust through responsiveness, transparency, technical credibility, and reliable follow-through.
• Prepare and deliver program updates, executive briefings, technical-status summaries, and decision materials.
• Translate technical information into clear language for nontechnical stakeholders.
• Manage stakeholder expectations and communicate potential issues early.
• Facilitate meetings, establish clear decisions and actions, and ensure follow-up responsibilities are understood.
• Coordinate with customer program managers, technical representatives, contracting personnel, and acquisition stakeholders as required.
Resource, Contract, and Financial Coordination
• Support program staffing plans, labor forecasts, resource allocation, and workload prioritization.
• Monitor performance against contractual scope, schedule, staffing, and delivery requirements.
• Coordinate with contracts, finance, operations, and leadership to maintain program visibility and compliance.
• Identify potential scope changes, emerging requirements, and out-of-scope requests.
• Support estimates, proposals, task-order activities, contract modifications, and follow-on program opportunities.
• Assist with budget tracking, burn-rate monitoring, subcontractor coordination, and program forecasts.
• Ensure program documentation supports customer acceptance, invoicing, and contractual reporting.
Risk and Performance Management
• Identify and track software, integration, schedule, staffing, customer, contractual, and operational risks.
• Assign accountable owners and monitor mitigation activities through completion.
• Develop program performance measures and dashboards that provide actionable information.
• Conduct regular reviews of program health, milestone status, technical dependencies, and resource constraints.
• Escalate significant risks with clearly defined impacts, options, and recommended actions.
• Capture lessons learned and apply them to improve future program execution.
Required Qualifications
• Bachelor’s degree in computer science, software engineering, systems engineering, information technology, engineering, or a related technical discipline.
• At least five years of experience in technical program management, project management, software delivery, systems integration, systems engineering, or a related technical environment.
• Demonstrated experience coordinating software-development, systems, integration, engineering, or technical-delivery teams.
• Working understanding of software-development lifecycles and systems-integration processes.
• Ability to understand technical requirements, dependencies, interfaces, risks, and delivery constraints.
• Experience developing and maintaining program schedules, milestones, risk registers, action trackers, and executive-status reports.
• Experience working across technical and nontechnical stakeholders in a matrixed organization.
• Strong written and verbal communication skills.
• Ability to translate technical information for senior leaders, customers, and business stakeholders.
• Demonstrated ability to organize complex work, establish accountability, and drive actions through completion.
• Ability to operate effectively within an established program while identifying opportunities to improve execution.
• U.S. citizenship and ability to obtain and maintain the required security clearance.
• Ability to work from or support teams located in the Washington, DC metropolitan area or Boston, Massachusetts.
Preferred Qualifications
• Experience supporting U.S. Air Force programs, organizations, or mission systems.
• Familiarity with Air Force program management, acquisition, contracting, or capability-development processes.
• Experience managing or supporting Air Force software-development programs.
• Experience in a Department of Defense, defense-contractor, federal, or national-security environment.
• Active Secret, Top Secret, or TS/SCI security clearance.
• Experience managing Agile, DevSecOps, continuous-integration, or continuous-delivery environments.
• Familiarity with software releases, testing, deployment, integration, and sustainment.
• Experience supporting mature programs transitioning through modernization, expansion, or continued operational delivery.
• Familiarity with government statements of work, performance work statements, integrated master schedules, work-breakdown structures, and contract deliverables.
• Experience coordinating subcontractors, vendors, government partners, or distributed technical teams.
• Project Management Professional, Agile, Scrum, SAFe, or related certification.
• Experience with tools such as Jira, Confluence, Microsoft Project, Smartsheet, SharePoint, or comparable platforms.
