Quality Manager - Medical Logistics

Position Summary

The Quality Manager is responsible for leading and managing the Quality Management Program supporting warehouse, logistics, maintenance, inventory, and production operations for the Navy Medical Readiness Logistics Command (NMRLC) Expeditionary Medical System (EXMED) mission. This position provides strategic oversight of quality assurance and quality control activities, ensuring compliance with Department of Defense (DoD) regulations, Navy directives, contractual requirements, and organizational standards.

The Quality Manager serves as the primary authority for quality management processes, continuous improvement initiatives, performance metrics, corrective and preventive actions, and audit readiness. This role partners with senior leadership to drive operational excellence, mitigate risk, and maintain mission readiness through effective quality management systems.

Key Responsibilities

Quality Program Support
  • Lead and administer the site's Quality Management System (QMS) and Quality Assurance Program.
  • Develop, implement, and maintain quality policies, procedures, work instructions, and performance standards.
  • Oversee quality control inspections, audits, surveillance activities, and compliance assessments across all logistics operations.
  • Analyze operational trends, performance metrics, and quality data to identify opportunities for continuous improvement.
  • Establish, monitor, and report Key Performance Indicators (KPIs) to leadership and government stakeholders.
  • Direct root cause analyses, corrective action plans, and preventive action initiatives for identified deficiencies.
  • Ensure compliance with applicable DoD regulations, Navy guidance, contractual requirements, and organizational policies.
  • Manage internal and external audits, inspections, and government assessments.
  • Serve as the primary interface with government quality representatives regarding quality-related matters.
  • Oversee documentation control, records management, and audit preparedness activities.
  • Monitor quality assurance messages, product recalls, and safety notifications through DMLSS, HIMS, and other authorized systems.
  • Mentor, train, and develop personnel in quality management principles, process improvement methodologies, and compliance standards.
  • Collaborate with logistics, inventory, receiving, maintenance, engineering, and production teams to improve operational efficiency and customer satisfaction.
  • Promote a culture of continuous improvement, accountability, and operational excellence.

Leadership & Operational Management
  • Provide leadership and guidance to quality, logistics, and warehouse personnel.
  • Develop quality objectives aligned with organizational and contractual requirements.
  • Evaluate operational effectiveness and implement process improvements to enhance quality and mission performance.
  • Conduct management reviews and present quality performance assessments to senior leadership.
  • Support risk management initiatives and business continuity objectives.
  • Ensure timely resolution of quality deficiencies and customer concerns.

Required Skills and Competencies
  • Strong leadership, team development, and organizational management skills.
  • Extensive knowledge of quality management systems, quality assurance principles, and continuous improvement methodologies.
  • Advanced analytical, auditing, and problem-solving capabilities.
  • Experience developing SOPs, quality procedures, and performance metrics.
  • Excellent written and verbal communication skills, including report writing and executive-level presentations.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, and SharePoint).
  • Ability to manage multiple priorities in a fast-paced operational environment.
  • Strong understanding of military logistics, warehouse operations, and regulatory compliance requirements.


Qualifications

Minimum Qualifications
  • Bachelor's degree in Business, Logistics, Supply Chain Management, Quality Management, or related field preferred.
  • Minimum 7-10 years of experience in quality management, quality assurance, logistics, warehouse operations, or related disciplines.
  • Minimum 3-5 years of leadership or supervisory experience.
  • Experience supporting DoD, military, government, or healthcare logistics operations preferred.
  • Experience with DMLSS, HIMS, or other military logistics systems preferred.
  • Current valid driver's license required.
  • Ability to obtain and maintain any required security or background clearances.


Preferred Qualifications
  • Professional quality certification such as Certified Manager of Quality/Organizational Excellence (CMQ/OE), Certified Quality Auditor (CQA), Certified Quality Engineer (CQE), Lean Six Sigma Green Belt or Black Belt, or equivalent.
  • Experience developing, implementing, and managing Quality Management Systems (QMS) in accordance with ISO 9001, ASQ standards, or comparable industry frameworks.
  • Demonstrated experience leading internal audits, compliance inspections, and government quality assessments.
  • Experience managing Quality Assurance Surveillance Plans (QASP), Performance Work Statements (PWS), and government contract quality requirements.
  • Proven success in leading corrective and preventive action (CAPA) programs, root cause analysis investigations, and continuous process improvement initiatives.
  • Experience using data analytics, performance dashboards, and KPI reporting to drive business decisions and operational improvements.


Physical Requirements
  • Ability to walk, stand, bend, and work throughout warehouse and operational environments
  • Ability to lift and carry materials up to 40 pounds
  • Ability to work in warehouse, field, and potentially austere environments
  • Ability to wear required PPE in operational settings
  • Ability to work at an accelerated pace under emergencies or operational demands
