The Deputy Program Manager serves as the primary operational partner to the P&L Lead, driving the workforce strategy, talent retention, resource allocation, and daily operations across a 100-person Cloud and DevSecOps engineering contract. In this dual-focused role, you will bridge program management and talent-leadership, ensuring top-tier technical talent is recruited, integrated, developed, and retained to meet program milestones and financial P&L objectives

Position Description (what you will do)

  • People Operations Leadership: Direct workforce planning, onboarding, performance enablement, and team engagement for 100+ cloud and security engineers.
  • P&L Partnership: Collaborate directly with the P&L Lead to monitor headcount, billable utilization, margin targets, and subcontractor labor management.
  • Talent Acquisition & Staffing Pipeline: Partner with recruiting teams to maintain a pipeline for niche DevSecOps, SRE, Cloud Infrastructure, and Cyber roles to minimize vacancy gaps.
  • Retention & Career Pathways: Establish technical career progression frameworks, training pathways, and retention initiatives tailored to high-demand tech professionals.
  • Program Operations: Deputize for the P&L Lead in client operational syncs, internal business reviews, and day-to-day team leadership.


Requirements:

  • 7+ years of experience in Talent Operations, HR Leadership, or Program/Project Management within high-tech or IT professional services environments.
  • 3+ years of direct experience managing talent operations, staffing, or workforce planning for engineering teams of 50-100+ personnel.
  • Domain Familiarity: Strong functional understanding of the Cloud (AWS/Azure/GCP) and DevSecOps ecosystems to effectively evaluate technical talent, job descriptions, and client requirements.
  • P&L Financial Acumen: Proven ability to align talent strategy with contract financial metrics, including billable utilization, labor rates, and margin preservation.
  • Employee Engagement & Retention: Demonstrated success reducing turnover among senior engineering talent through career mapping, mentorship, and cultural initiatives.
  • Communication and Stakeholder Management: Exceptional written and executive communication skills with a track record of briefing P&L leads and client stakeholders.


Nice to Have:

  • Professional Certifications:

    • Management/HR: PMP, SHRM-SCP, SPHR, or ITIL 4
    • Agile Frameworks: Certified Scrum Master (CSM) or SAFe Agilist
  • GovCon/Federal Contracting Experience: Familiarity with government contract structures (T&M, FFP, Cost-Plus), labor categories, and security clearance processes (Public Trust, Secret, or TS/SCI)
  • Technical Background: Foundational technical certifications (e.g., AWS Certified Cloud Practitioner, CompTIA Security+)
  • Scaling Experience: Prior experience managing rapid contract ramp-ups or complex technical transitions
