Job Summary
We are seeking a Senior Collection Manager to join our team. In this role, you will support USCYBERCOM J2 intelligence production. You will provide collection management (CM) expertise/proficiency/know-how to enable collection requirements management, collection operations management, and multi-discipline collection strategies supporting USCYBERCOM intelligence and operational planning. You will demonstrate proficiency in intelligence collection disciplines (e.g., SIGINT, HUMINT, OSINT, GEOINT) and collection requirements management databases, tools, and processes, namely the Counterintelligence and Human Intelligence Requirements-Reporting and Operations Management Environment (CHROME), National SIGINT Requirements Process (NSRP), Primary Open Source Tasking Management Aggregation Network (POSTMAN), and the GEOINT Information Management Services (GIMS). Supports the development and integration of multi-discipline collection strategies to ensure collection requirements support intelligence needs and operational end states. You will monitor collection strategies, provides feedback, and collaborates with analysts and planners to adjust strategies and assess reporting. Responsible for supporting intelligence community engagements via national working groups/boards to deconflict and coordinate cross-organizational intelligence needs.
Key Responsibilities
- Understands J2's role in executing USCYBERCOM collection management authority (CMA) including delegated SIGINT authorities and how those authorities enable CMF operations.
- Assists with deconflicting Title 10 (Intelligence Surveillance and Reconnaissance (ISR)) and Title 50 SIGINT mission tasking and operations.
- Assists with the review, coordination, and submission of collection requirements and requests to the DIA and other IC agencies for validation, consolidation, and prioritization.
- Provides technical expertise/guidance/experience for the review, validation, deconfliction, and consolidation of collection requirements of the Cyber Mission Force (CMF) and USCYBERCOM Component Headquarters and Task Forces.
- Participates in and provides CM tradecraft knowledge/experience/expertise to enable the joint intelligence planning processes. Develops doctrinal CM work products and deliverables ( e.g., Collection Requirement Matrix (CRM), Joint Integrated Prioritized Collection List (JIPCL), and Reconnaissance, Surveillance, and Target Acquisition (RSTA) matrix.
- Provides subject matter and technical support of GIMS supporting development and sustainment of a GEOINT collection requirements portfolio and requirements management functions.
- Collaborates with USCYBERCOM component collection managers to identify collection gaps, reporting shortfalls, and implement strategies to meet operational needs while leveraging existing collection management systems, processes, and tools.
- Conducts CM trend analysis to include findings of latest collection analysis and shares insights with professionals across the organization to improve CM processes and procedures.
- Creates or refines a multi-discipline collection strategies to close and mitigate intel gaps. Employs tradecraft and community best practices for developing multi-discipline collection strategies; reviews, approves, and deconflicts collection strategies to support development of cyber-effects mission packages.
- Assist with the advocacy of collection requirements supporting the cyber domain for inclusion in Geographic Combatant Commands collection strategies. Identifies capability gaps and develops procedures to mitigate possible risks to collection and reporting.
- Assists in establishing intelligence reporting evaluation and feedback standards to improve the performance and effectiveness of multi-discipline intelligence collection and reporting.
- Assists with development of collection management policies and directives governing Collection Management (CM) activities and management of working groups and boards.
- Executes collaborative multi-disciplinary collection orchestration campaigns against identified mission issues. Organizes, deconflicts, and executes multi-disciplinary requirements and strategies to address current and future intelligence problems.
- Discovers and accesses relevant data from traditional as well as innovative collection streams, and synchronizes multi-discipline collection to maximize collection platforms, assets, and/or other collection sources.
- Assists with Collection Exploitation (COLLEX) and discovery operations to identify and/or develop entities of interests to support USCYBERCOM target development activities.
- Uses data in traditional and innovative ways to optimize collection capabilities with automation, augmentation, and AI/ML capabilities and techniques.
- Provide support to meetings related to assigned area of responsibility as required.
Qualifications
Required:
- Active TS/ SCI clearance
- Master’s degree
- 12 years of professional experience in program/project management
- Bachelor’s degree and 17 years of experience can be substituted for Master’s Degree.
- Strong communication and organizational skills
- Must be a US citizen

- Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.
