Position: Systems Engineer SME (LCAT: IT Systems Engineer – SME)
Location: Warrenton VA (Onsite) Note: Travel to Ft Washington when required.
Clearance: TS/SCI
Education: MA/MS (or a BA/BS plus an additional 8 years of work experience, 4 of which must be work related)
Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.
Master position tasks within 60 days and exceed requirements within 90 days.
Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.
Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
Responsibilities:
The Systems Engineer SME supports Secretary of the Air Force, Office of Competition (SAF/OC) Mission Partner Capabilities Office (MPCO)(CDMX/CDO) providing overall expert Task Leadership and Enterprise Management and advisory support for the BICES Program.
The Systems Engineer SME primarily supports Enterprise capability implementation and deployment coordination, infrastructure upgrades and capability rollout support, and operational transition support for Enterprise systems.
Per PWS section 1.3.4.6 Circuit Management (COMSEC Support), responsibilities include but are not limited to:
• Assist the MPCO/BCO with oversight and management with the implementation, fielding, and sustainment of the MPCO Enterprise and primarily the BICES program.
• Provide SME advice, recommendations, and expert consulting in all phases of the Program within the classified environment – to include communication with all internal and external partners.
• Recommend the most promising technologies and solutions to full operational capability.
• Collaborate with CDMX Liaison Officers and stakeholders to document requirements and estimate level of effort.
• Analyze and enhance business, functional, and technical requirements to assess implementation options, feasibility, and risk.
• Hold regular meetings with the CDMX government capability leads to review all projects, products and services from a schedule and risk perspective.
• Provide all directed deliverables to the CDMX government technical lead.
• Plan and optimize the BICES program and its IT infrastructure, ensuring high availability, performance , and scalability while considering security and regulatory compliance.
• Diagnose and resolve complex technical issues, including network connectivity, system performance, and service disruptions to maintain operational effectiveness.
• Implement proactive monitoring tools and processes to oversee system health, capacity management, and reliability, while executing routine maintenance tasks and updates.
• Ensure compliance with DoW cybersecurity policies, standards, and best practices, including the implementation of security controls, vulnerability assessments, and incident response protocols.
• Develop and maintain comprehensive technical documentation, including system configurations, operational procedures, and status reports for management and audit purposes.
• Provide support to develop communication plans and materials, such as documents, briefings, bulletins, posts, and other media.
• Perform duties as the Contractor Task lead, to include: Contractor team management, issue resolution and staffing in partnership with the Contractor PM and supporting PMO.
Qualifications:
The candidate must have the following qualifications:
• Minimum of fifteen (15) years of related work experience.
• Minimum of ten (10) specific work-related experience in support of a DoW component.
• At least two years of experience working with the Joint Staff, Combatant Commands, NATO, or comparable multinational defense organizations.
• Experience designing, testing, implementing, and sustaining complex information‑sharing network solutions.
• Experience implementing the Risk Management Framework (RMF). Security Technical Implementation Guides (STIG), DoW Authorization to Operate (ATO), and DoW Information Assurance Certification and Accreditation Process (DIACAP).
• Familiarity with DoW network infrastructure, military specific network protocols, secure communications, and data transmission standards relevant to defense systems and operations.
• Excellent verbal and written communications and the ability to communicate at all levels.
The following qualifications are desired:
Five (5+) years of experience with COMSEC and related systems (KMI, NSA Key Support Central Facility, etc. (desired).
Experience working with Combatant Commands (desired) .
Knowledgeable and skilled in applying Generative AI (desired).
Experience supporting Mission Partner Environment (MPE) networks combined/coalition architectures, and multi‑national information‑sharing constructs (desired).
Certifications (Desired)
• IAM Level II certification (i.e. CAP, CASP+CE. CISM, CISSP, GSLC, or CCISO) (desired).
• CompTIA Security+ (desired).
• CompTIA Network+ (desired).
Travel: Local travel within the NCR and occasional long-distance travel, <10%.
