CIO Strategy & Enterprise IT Lead

Razor is seeking an experienced CIO Strategy & Enterprise IT Lead to provide strategic and operational leadership supporting the DoD Cyber Crime Center (DC3) Technical, Analytical, and Business Operations (TABO) program.

This position will serve as a primary point of contact for the DC3 CIO Directorate, supporting enterprise IT strategy, architecture, cloud modernization, cybersecurity, portfolio management, data strategy, and the execution of CIO priorities. The role requires senior-level leadership across multidisciplinary technical teams supporting classified and unclassified enterprise environments.

Education & Certification Requirements

• Bachelor's degree or equivalent relevant professional experience.
• Current Project Management Professional (PMP) certification required.

Key Responsibilities

• Serve as a primary point of contact supporting the DC3 CIO Directorate.
• Lead and coordinate enterprise IT and cybersecurity initiatives.
• Develop and maintain enterprise IT strategies, acquisition strategies, technology roadmaps, and modernization plans.
• Support enterprise IT architecture, cloud strategy, and enterprise data strategy.
• Provide governance across enterprise IT portfolios, including portfolio structures, processes, reporting, and communications.
• Optimize IT resources and manage program dependencies through data-driven analysis and cost-benefit assessments.
• Brief CIO and CISO leadership on planned, recommended, and directed enterprise actions.
• Lead teams responsible for interpreting, planning, executing, and reporting on USCYBERCOM and other authorized command directives.
• Oversee teams supporting classified and unclassified enterprise network and infrastructure environments.
• Lead teams operating CI/CD pipelines utilizing containerization, micro-segmentation, and Infrastructure as Code (IaC).
• Oversee legacy system migrations into multi-cloud and hybrid-cloud environments.
• Lead personnel implementing data lakes and modern enterprise data capabilities.
• Coordinate technical teams across IT, cybersecurity, software engineering, cloud, and Data/AI disciplines.

Required Qualifications

• Minimum 1 year of recent experience leading teams across IT/Cyberspace, Cybersecurity, Software Engineering, and Data/AI disciplines aligned with DoDI 8140.01.
• Recent experience briefing CIO and CISO leadership on enterprise-wide planned, recommended, and directed actions.
• Minimum 2 years of recent experience overseeing teams responsible for interpreting, planning, briefing, executing, and reporting on USCYBERCOM or other authorized command directives.
• Minimum 3 years of experience leading teams supporting Government and private networking and infrastructure environments, including classified and unclassified systems.
• Minimum 3 years of experience with LAN/WAN environments, wireless networking, firewalls, routing and switching, IPv6, VPNs, cloud computing, virtualized servers, storage, and enterprise IT/data systems.
• Minimum 5 years of recent unified communications experience, including VTC environments supporting Unclassified, Secret, and TS/SCI networks.
• Minimum 1 year of recent experience leading teams supporting CI/CD pipelines using containerization, micro-segmentation, and Infrastructure as Code.
• Minimum 2 years of recent experience leading legacy system migrations into multi-cloud and hybrid-cloud environments.
• Minimum 2 years of recent experience leading teams implementing data lakes and modern enterprise data strategies.

Preferred Qualifications

• Experience with DoD enterprise IT portfolio management and acquisition strategy.
• Familiarity with USCYBERCOM orders, taskers, and reporting requirements.
• AWS Certified Solutions Architect, Microsoft Certified Azure Solutions Architect Expert, or comparable cloud certification.
• Experience with DevSecOps and CI/CD environments within the DoD.
• Experience supporting DC3, AFDW, USCYBERCOM, or similar DoD cyber mission organizations.
