Job Description

Duties

  • Responsible for the broad management functions associated with the planning, management, administration, coordination and implementation of the housing management programs.
  • Directs the work of Housing office employees, plans and distributes work, sets priorities, and controls work accomplishment.
  • Inspects and evaluates community rental property against safety and habitability criteria to qualify properties for the housing referral program.
  • Conducts Basic Allowance for Housing (BAH) data collection and reports submission.
  • Analyze and prepare statistical data for a variety of reports.
  • Serves as the organizational representative at installation-level meetings and at various conferences with local, federal, state and legal organizations to address community housing policies, trends and joint initiatives.
  • Serve as the Contracting Officer Representative (COR), responsible for management oversight.

  • This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
  • Must be able to obtain and maintain a valid State driver's license.
  • The duties of the position requires occasional temporary duty (TDY) travel.
  • This position is an inclement weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
  • The position is designated as Mission Essential. The employee may be required to remain on duty or report for duty during national emergency, severe weather or other installation closings.
  • Position may require after hours call-back for emergencies.
  • Position may require that employee pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
  • Incumbent may be required to serve supervisory probationary period.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Developing, implementing or analyzing Unaccompanied Housing policies, procedures and work plans; (2) Evaluating management, maintenance and operation of Unaccompanied Housing; and (3) Preparing, analyzing, presenting and briefing reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Housing Management and/or Facility Management.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
